The wellbore tool includes a body having an axial bore extending at least partially therethrough and a chamber positioned radially outward from the bore. A valve is located inside the bore and adapted to move between a first position which prevents fluid flow from the bore to the chamber through a port, and a second position which allows the fluid flow from the bore to the chamber through the port. An engine located inside the bore is adapted to move the valve between the first and second positions. An activatable component of the wellbore tool, for example, a cutting head of an undercurrent wellbore tool, is movably coupled to the body and adapted to move from an unactivated state to an activated state in response to fluid flow through the port into the chamber.
