ਰੂਆ ਜਾਂ ਖ਼ੂਆ (ਜਰਮਨ ਉਚਾਰਨ: [ˈʁuːɐ̯], German: Ruhrgebiet), ਜਾਂ ਰੂਆ ਜ਼ਿਲ੍ਹਾ, ਰੂਆ ਇਲਾਕਾ ਜਾਂ ਰੂਆ ਘਾਟੀ, ਜਰਮਨੀ ਦੇ ਰਾਜ ਉੱਤਰੀ ਰਾਈਨ-ਪੱਛਮੀ ਫ਼ਾਲਨ ਵਿਚਲਾ ਇੱਕ ਸ਼ਹਿਰੀ ਇਲਾਕਾ ਹੈ।[lower-alpha 1] ਕੁੱਲ ਅਬਾਦੀ ਸਾਢੇ ਅੱਸੀ ਲੱਖ ਅਤੇ ਅਬਾਦੀ ਦਾ ਸੰਘਣਾਪਣ 2800/ਕਿ.ਮੀ.² ਹੋਣ ਕਰ ਕੇ ਇਹ ਜਰਮਨੀ ਦਾ ਸਭ ਤੋਂ ਵੱਡਾ ਸ਼ਹਿਰੀ ਇਕੱਠ ਹੈ। ਇਸ ਵਿੱਚ ਕਈ ਸਨਅਤੀ ਸ਼ਹਿਰ ਪੈਂਦੇ ਹਨ ਜਿਹੜੇ ਦੱਖਣ ਵੱਲ ਰੂਆ, ਪੱਛਮ ਵੱਲ ਰਾਈਨ ਅਤੇ ਉੱਤਰ ਵੱਲ ਲਿੱਪਾ ਦਰਿਆਵਾਂ ਨਾਲ਼ ਘਿਰੇ ਹੋਏ ਹਨ। ਇਸ ਇਲਾਕੇ ਨੂੰ 1.2 ਕਰੋੜ ਅਬਾਦੀ ਵਾਲ਼ੇ ਇੱਕ ਵਡੇਰੇ ਰਾਈਨ-ਰੂਆ ਮਹਾਂਨਗਰੀ ਇਲਾਕੇ ਦਾ ਹਿੱਸਾ ਮੰਨਿਆ ਜਾਂਦਾ ਹੈ।
