But just tweaked a few things to make it a bit easier I felt. I used 8 garlands (target and Michael’s sell ones that are between $3-$5) a weighted hula hoop, drain pipe, lights and bow and this cost me around $50. It's easy.

Supplies : 
- Gnome 
- Hula hoop
- Mini Christmas balls
- Fluff or cotton wool
- Hot glue
- Wire

Apply hot glue to the bottom of the hula hoop and start with
fluff or cotton wool. Then you apply hot glue to the cloud and place the gnome on it. You start gluing the Christmas balls diagonally at the height, there is no rule here, they should look like a bunch of balloons at the end. You connect the gnome's hand and the "balloons" with a wire.
