Ningbo (
He is a firefighter affiliated with HOWLER Company who works together with Key West and Laem Chabang to either find Lulu or the culprits going after HOWLER's assets. Ningbo is also a Stand user, wielding a currently unnamed Stand that inflates its targets.
Appearance
Ningbo is a man with large, round eyes, and small irises. He is sometimes shown with very thin eyebrows, though usually appears as if he lacks them. He is either bald or has short hair, which is hidden underneath a round fire helmet with a prominent light fixture on the front, a visor on top of it, and a neck guard in the back. The helmet has a strip that extends toward his nose, similar to a nose guard on a nasal helmet. He usually displays a sharp gaze with a neutral expression.
He is dressed in a heavy, double-breasted trench coat with wide lapels and a loose fit, giving him a bulky silhouette. The coat is secured with three circular buttons running down the front on each side, resembling screws.
Personality
Ningbo is a calm and stoic individual whose intense gaze makes him appear intimidating, especially when he is interrogating others. He is observant, as he notices Meryl Mei Qi quickly send a message to her students on her keyboard. He follows Laem Chabang's orders but initially voices concern about using his Stand ability on a civilian and questions how far he should go with it, suggesting that he has moral boundaries, similarly to Bobby Jean.[2] Nonetheless, he attacks Meryl anyways, believing in his teammate's suspicions of the principal.[3]

Ningbo is a Stand user who can seemingly make objects inflate locally, forcing them to float. The exact nature of his power is unknown.
History
Background
Ningbo is a firefighter hired by Acca Howler to work for HOWLER Company, though Howler doesn't remember him. He was friends with Bobby Jean and investigated his murder at Pearl General Hospital together with Key West and Laem Chabang.[1]
The JOJOLands
Ningbo is introduced to Acca Howler by Key West, who informs him of the mysterious circumstances behind Bobby's death. They question Howler about what Bobby was investigating, but he refuses to tell them, telling them that their job is only to protect HOWLER's interests. He orders them to track down Lulu since she went missing, so they agree to either look for her or the enemies.[1]
Ningbo and Laem Chabang follow their lead up to McKinley High School where Paco Laburantes used to go. They find Meryl Mei Qi at her office and try to inquire about Paco's whereabouts. Meryl Mei plays dumb and sends a mass text to all her students hiding a warning to her gang, then tries to block off Laem Chabang's insistence on getting Paco's address. Laem Chabang's nematodes sense that Meryl Mei is afraid, which raises Laem's suspicion. When she asks if Meryl could somehow be afraid of them, Meryl sends a second message, prompting Laem and Ningbo to corner her physically. They read Meryl's message and although they seem to merely be assignments to her students, Laem Chabang remains suspicious and orders Ningbo to start torturing Meryl Mei, telling him that he is free to escalate until Meryl tells them what they want. Thus, Ningbo summons his Stand and makes Meryl's arm inflate dangerously, waiting to see her reaction.[3]
