Einsatz und Wirkung aktiver arbeitsmarktpolitischer Maßnahmen für Personen mit gesundheitlichen Einschränkungen. Eine Evaluierung für Oberösterreich

Abstract
Auf Grundlage einer innovativen Verknüpfung von erwerbsbezogenen Daten der Sozialversicherung und des AMS mit gesundheitsbezogenen Daten der Oberösterreichischen Gebietskrankenkasse werden die quantitative Bedeutung und Art arbeitsmarktrelevanter gesundheitlicher Einschränkungen unter den Erwerbspersonen sowie Einsatz und Wirkung aktiver arbeitsmarktpolitischer Maßnahmen für Arbeitslose mit gesundheitlicher Belastung untersucht. Arbeitssuchende sind um ein Vielfaches häufiger von gesundheitlichen Belastungen betroffen als ungefördert unselbständig Beschäftigte, insbesondere von Muskel-Skeletterkrankungen und psychischen Erkrankungen. Alle evaluierten Maßnahmen steigern die Erwerbsbeteiligung der teilnehmenden gesundheitlich belasteten Arbeitslosen. Anders als für aktive Arbeitssuche und berufliche Orientierung lässt sich für fachliche Qualifizierung, Beschäftigungsmaßnahmen auf dem ersten und zweiten Arbeitsmarkt sowie die Betreuung in einer externen Beratungs- und Betreuungseinrichtung darüber hinaus eine positive Wirkung auf die Integration in ungeförderte unselbständige Beschäftigung nachweisen, wenn auch teilweise erst mit großer Verzögerung.
