Der Beitrag der Konjunkturbelebung zur Transformation. Einordnung von Maßnahmen der Bundesländer

Abstract
Die Erreichung ambitionierter Klimaziele erfordert eine weitreichende Transformation von Wirtschaft und Gesellschaft. Konjunkturbelebende Maßnahmen sollten nur dann umgesetzt werden, wenn sie Klimaschutz und Transformation befördern. Der vorliegende Beitrag ordnet Maßnahmen zur Bewältigung der wirtschaftlichen Folgen der COVID-19-Pandemie hinsichtlich ihres Beitrags zu Klimaschutz, Beschäftigungswachstum und Wertschöpfung ein. Obgleich die umweltbezogenen Budgets der Länder beschränkt sind, können sie Schwerpunkte setzen und innerhalb ihres Kompetenzbereiches (etwa über die Raumordnung, Bauordnungen oder den Infrastrukturausbau) Transformationsprozesse beschleunigen. Positiv in ihrer Wirkung und kurzfristig umsetzbar sind Maßnahmen zum Ausbau des öffentlichen Verkehrs oder der Nutzung erneuerbarer Energieträger, zur Steigerung der Kapazität des Stromnetzes, zur Stärkung der Kreislaufwirtschaft, zur Waldsanierung und Neuaufforstung sowie zur Transformation des Gebäudebestandes. Zudem sollte der Kapitalstock des öffentlichen Sektors klimaneutral umgestaltet werden.
