Eine ökonomische Analyse der Systemrelevanz von Banken

Abstract
[Vorwort] Die Systemrelevanz von Banken ist im Zusammenhang mit der globalen Finanzmarktkrise 2007/08 ff. in Bankenpraxis, Regulierung und Wissenschaft zu einem sehr wichtigen Thema geworden, das von kontroversen Diskussionen begleitet ist. Dies ist nicht überraschend, ist doch davon auszugehen, dass als systemrelevant eingestuft zu werden, für die betreffenden Banken mit Vorteilen an den Kapitalmärkten verbunden ist. Ihre Refinanzierungskosten sinken und ihre Ratings verbessern sich. Doch die damit verbundenen systemischen Effekte - Renten durch eine implizite Staatsgarantie - haben weitreichende Fehlallokationen zur Folge. Auf der Grundlage ihrer Masterarbeit analysiert Susanne Günther in diesem IfG-Arbeitspapier die politischen Maßnahmen, die im Zusammen-hang mit den Gefahren durch systemrelevante Banken ergriffen wurden, im Hinblick auf ihre ökonomischen Wirkungen. Susanne Günther konzentriert sich auf die Global-Systemically Important Banks (G-SIB) und deren Eigenkapitalvorgaben durch BASEL III. Im Rahmen dieser Regulierungsmaßnahme müssen diese Banken, die wesentlich für ein funktionierendes globales Wirtschaftssystem sind, je nach Grad ihrer System-relevanz eine höhere Eigenkapitalquote vorhalten als andere Banken. Frau Günther legt die offizielle und zu regulatorischen Zwecken verwendete Liste dieser Banken ihrer Untersuchung zugrunde. Im Rahmen einer Eventstudie prüft sie, ob die Finanzmärkte die ergriffenen regulatorischen Maßnahmen für die G-SIB als restriktives Signal einpreisen und kann bemerkenswerte Ergebnisse präsentieren. Dieses Arbeitspapier entstammt dem 'IfG-Forschungscluster I: Institutionenökonomische Analysen und Regulierungsthemen'.
