Analyse Historique Des Codifications Forestieres Roumaines

Abstract
: Ce travail se propose de présenter une perspective évolutive des actes juridiques fondamentaux en matiere forestier, appliqués sur les territoires roumains, depuis le XIXe siecle jusqu’a nos jours. Il s’agit de l’Ordre pour les forets en Bucovine de 1786 ( Orândueala de pãdure pentru Bucovina ), du Codex forestier de 1881, du Code forestier romain de 1910, du Code forestier de 1962, du Code forestier romain de 1991, ainsi que du nouveau le Code forestier de 2008 ,avec toute les modifications . L’analyse de ces documents révele la préoccupation au cours du temps du législateur romain de réglementer cette discipline, et d’établir des regles de base dans la conservation et la gestion durable des forets. D’autre part, il apparaît que les lois forestiers soulignent aussi les tendances des époques historiques dans lesquelles ont été appliquées. La législation roumaine offre de nombreuses garanties juridiques pour l’existence et le développement durable des forets, les Codes forestiers roumaines constituent la source spécifique en matiere forestier, comprend des reglements qui établissent que toutes les activités ayant une liaison avec le fond forestier sont précédées par l’étape de la prévention, en vue de la préservation et du développement des forets.
