Release vcd2step-0.0.2

This contains two changes: "wire_poke" is used instead of "poke" (no
idea why), and there is a 5 cycle reset phase (which happens in the
Chisel tester as well).

This is the first release of vcd2step.  As far as I know it just
works.

This is a dummy release that serves to ensure that all releases have
versions attached to them.
