Description of the change

This is a release of v4.1.0-rc with telemetry support. This release will be used by the beta of version 8.1 of our Rollbar Laravel package. Rollbar Laravel 8.1 will add telemetry support.

We will plan on releasing the Laravel beta soon, and the stable version 4.1.0 of the core SDK by the end of the month.
