Fixes GitHub Enterprise integration config retrieval for Autofix.
This resolves a
SiloLimit.AvailabilityErrorthat occurred because a REGION silo service was attempting to directly access a CONTROL-planeIntegrationmodel, violating Sentry's silo architecture. The fix updates theget_github_enterprise_integration_configmethod to use hybrid cloud service calls for proper cross-silo communication.
