Should we not put the :need into brackets: Quality Manager (:need: ....), I see this in the complete text, makes reading more difficult

I compared it with other documents and prefer the shortest solution with only the need itself. It good readable so we can reduce the text a little bit.

According to workflow TL approve the report, it is not sent to them?

I think we need to rephrase these, need here also a meriocratic process, like elections of other roles, like Project Leads

Spot check, Trainings Path does not exist ins the document list? How to deal with that?

I think we can decide it tomorrow. I also found that we described a training in the plan but it's not included in the work product for the moment. I guess we can delete all entries / skip it or bring the content up and also define where the folder would be so the documentation plan can also be updated.
Closes #1305 with several improvements for ML2
