mix tower_rollbar.install task
Ended up updating here to have a simpler implementation for now that doesn't support env conditional. Deferred that to mimiquate/tower#168. |

The code is a bit more complex than I wanted it to be because we want to include the rollbar config within the
config_env() == :prodblock.The approach is based on: https://github.com/ash-project/ash_postgres/blob/main/lib/mix/tasks/ash_postgres.install.ex#L140
