Initial commit to add the support of a new custom provider which manages the configuration of GeoServer instances.
The provider is available here: https://github.com/camptocamp/terraform-provider-geoserver. It uses a Go client to work with the GeoServer REST API, which is also used in the terraformer implementation (https://github.com/camptocamp/go-geoserver).
