(WP:NFCC#1)
Any derivative work based upon the cover art would be a copyright violation, so creation of a free image is not possible.
Minimal use (WP:NFCC#3) Although the picture is originally copyright, it is covered by fair use because:
  1. It is a low resolution copy of a comic book cover, hence, only a small portion of the commercial product;
  2. The use of the image will not affect the value of the original work or limit the copyright holder's rights or ability to sell or distribute the original comic book
  3. Copies of this image could not be used to make illegal copies of the comic book
  4. The image is used as the primary means of visual identification of topics in the article. For a visual medium such as comic books, words alone cannot adequately describe the subject.
Respect for
commercial opportunities
(WP:NFCC#2)
The use of a low resolution image of a work's cover will not impact the commercial viability of the work.
