Currently I am living in mainland China. For the Wikipedia is blocked in China, I have to get access to en-wikipedia by an open proxy. Thus, I need to apply for an IPBE right to edit en-wikipedia under such conditions. I have some editing records at en-wikipedia. Besides, I am an adminstrator at zh-wikipedia. Therefore, I believe I am eligible to apply for an IPBE right. Although I have a global IPBE, my IP address is blocked locally. Thus, I would like to request a local IPBE right. The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
