Possibly a Pictogram (象形) : 爪 (“hand”) + 凡 (“plate”) + 又 (“hand”) - to hand over.

凡 in the middle was corrupted into 舟 (OC *tjɯw), which acted as a phonetic component. It has been simplified to 冖 since the seal script.
