Detection of Early-Universe Gravitational Wave Signatures and Fundamental Physics / Caldwell, Robert (Dartmouth Coll.) ; Cui, Yanou (UC, Riverside) ; Guo, Huai-Ke (U. Utah, Salt Lake City) ; Mandic, Vuk (Minnesota U.) ; Mariotti, Alberto (Brussels U., IIHE) ; No, Jose Miguel (Madrid, IFT) ; Ramsey-Musolf, Michael J. Detection of a gravitational-wave signal of non-astrophysical origin would be a landmark discovery, potentially providing a significant clue to some of our most basic, big-picture scientific questions about the Universe. In this white paper, we survey the leading early-Universe mechanisms that may produce a detectable signal -- including inflation, phase transitions, topological defects, as well as primordial black holes -- and highlight the connections to fundamental physics. Challenges in Semileptonic B Decays / Gambino, P. (Turin U. ; INFN, Turin) ; Kronfeld, A.S. (Fermilab) ; Rotondo, M. (Frascati) ; Schwanda, C. (Vienna, OAW) ; Bernlochner, F. (Bonn U.) ; Bharucha, A. (Marseille, CPT) ; Bozzi, C. (INFN, Ferrara) ; Calvi, M. (Milan Bicocca U. ; INFN, Milan Bicocca) ; Cao, L. (Bonn U.) ; Ciezarek, G. (CERN) et al.
Two of the elements of the Cabibbo-Kobayashi-Maskawa quark mixing matrix, $|V_{ub}|$ and $|V_{cb}|$, are extracted from semileptonic B decays. The results of the B factories, analysed in the light of the most recent theoretical calculations, remain puzzling, because for both $|V_{ub}|$ and $|V_{cb}|$ the exclusive and inclusive determinations are in clear tension. Averages of $b$-hadron, $c$-hadron, and $\tau$-lepton properties as of 2018 / Heavy Flavor Averaging Group (HFLAV) Collaboration
This paper reports world averages of measurements of $b$-hadron, $c$-hadron, and $\tau$-lepton properties obtained by the Heavy Flavor Averaging Group using results available through September 2018. In rare cases, significant results obtained several months later are also used. [...]

White Paper on Light Sterile Neutrino Searches and Related Phenomenology / Acero, M.A. (U. Atlantico, Barranquilla) ; Argüelles, C.A. (Harvard U., Phys. Dept.) ; Hostert, M. (Minnesota U. ; Minnesota U., Theor. Phys. Inst. ; Perimeter Inst. Theor. Phys.) ; Kalra, D. (Columbia U.) ; Karagiorgi, G. (Columbia U.) ; Kelly, K.J. (CERN) ; Littlejohn, B.R. (IIT, Chicago) ; Machado, P. (Fermilab) ; Pettus, W. (Indiana U., Bloomington (main)) ; Toups, M. (Fermilab) et al.
This white paper provides a comprehensive review of our present understanding of experimental neutrino anomalies that remain unresolved, charting the progress achieved over the last decade at the experimental and phenomenological level, and sets the stage for future programmatic prospects in addressing those anomalies. It is purposed to serve as a guiding and motivational "encyclopedic" reference, with emphasis on needs and options for future exploration that may lead to the ultimate resolution of the anomalies. Search for Ultraheavy Dark Matter from Observations of Dwarf Spheroidal Galaxies with VERITAS / VERITAS Collaboration
Dark matter is a key piece of the current cosmological scenario, with weakly interacting massive particles (WIMPs) a leading dark matter candidate. WIMPs have not been detected in their conventional parameter space (100 GeV $\lesssim M_{\chi} \lesssim$ 100 TeV), a mass range accessible with current Imaging Atmospheric Cherenkov Telescopes. [...]

Collider constraints on electroweakinos in the presence of a light gravitino / GAMBIT Collaboration
Using the GAMBIT global fitting framework, we constrain the MSSM with an eV-scale gravitino as the lightest supersymmetric particle, and the six electroweakinos (neutralinos and charginos) as the only other light new states. We combine 15 ATLAS and 12 CMS searches at 13 TeV, along with a large collection of ATLAS and CMS measurements of Standard Model signatures. [...]

Calibration of the light-flavour jet mistagging efficiency of the $b$-tagging algorithms with $Z$+jets events using 139 $\mathrm{fb}^{-1}$ of ATLAS proton-proton collision data at $\sqrt{s} = 13$ TeV / ATLAS Collaboration
The identification of $b$-jets, referred to as $b$-tagging, is an important part of many physics analyses in the ATLAS experiment at the Large Hadron Collider and an accurate calibration of its performance is essential for high-quality physics results. This publication describes the calibration of the light-flavour jet mistagging efficiency in a data sample of proton-proton collision events at $\sqrt{s}=13$ TeV corresponding to an integrated luminosity of 139 fb$^{-1}$. Search for pair-produced vector-like top and bottom partners in events with large missing transverse momentum in pp collisions with the ATLAS detector / ATLAS Collaboration
A search for pair-produced vector-like quarks using events with exactly one lepton ($e$ or $\mu$), at least four jets including at least one $b$-tagged jet, and large missing transverse momentum is presented. Data from proton-proton collisions at a centre-of-mass energy of $\sqrt{s} = 13$ TeV, recorded by the ATLAS detector at the LHC from 2015 to 2018 and corresponding to an integrated luminosity of 139 fb$^{−1}$, are analysed. Measurement of $Z\gamma\gamma$ production in $pp$ collisions at $\sqrt{s}= 13$ TeV with the ATLAS detector / ATLAS Collaboration
Cross-sections for the production of a $Z$ boson in association with two photons are measured in proton-proton collisions at a centre-of-mass energy of 13 TeV. The data used correspond to an integrated luminosity of 139 fb$^{-1}$ recorded by the ATLAS experiment during Run 2 of the LHC. [...]
