Does it mean that installing over tiles works in every scenario. No it doesn’t, and in some cases it makes more sense to remove them first. If the tiles are loose for example, they must be removed. 

If there is electric underfloor heating beneath the tiles, and removing them will damage this, then it can simply be applied on top.
