District 4 Freeholder E. Junior Maldonado (D) defeated Blake Lichtenberger (R) in the general election for county clerk. Maldonado's campaign for clerk left his freeholder seat open to a newcomer. Additionally, District 3 incumbent Gerard Balmir Jr. did not file to run for re-election, creating another open seat. Two Democrats filed for each of these seats—Andrew Kemp and Jerry Walker for District 3 and Imtiaz Syed and Jersey City Board of Education member Joel Torres for District 4.
District 5 Freeholder Anthony Romano (D) was the only incumbent to face a primary challenger. He defeated Patricia Waiters and faced Adela Rohena (R) in the general election. Fellow Democratic freeholder incumbents Kenneth Kopacz, William O’Dea, Tilo Rivas, Caridad Rodriguez, Anthony Vainieri Jr., and Albert Cifelli were unopposed in the general election after running unopposed in the primaries for Districts 1, 2, 6, 7, 8, and 9, respectively.
