Hello. You can probably tinker with article-type threads and permissions but it will be quite rudimentary and impractical.

The solution for you is a third-party add-on and precisely there is one that perfectly meets your request: UBS (User Blogs System) by @Bob.

I found the way you would like to use the board very interesting.
Unfortunately Xenforo does not have an official Blog system (yet), but there is the alternative mentioned in Old Nick's comment. I just don't know exactly if this addon would meet your needs because I don't use it.
But what you said could be a good suggestion for some functionality in the future. The Xenforo team is always working on new features for future versions.

I don't think you'll regret it. In addition, you will benefit from effective support if necessary.

Add a forum;
Set permissions like: allow seeing threads of others.
Set permissions like: don't allow replying to threads of others.

Very easy, doesn't need anything else.

Maybe allow editing. You can also use an addon like "extra permissions to thread starter," allowing people to answer but with moderation and deletion options for the thread starter. Finally, you could add some template changes to show posts of others more like comments or in another color.

I have learned that a forum is more successful the simpler it is; many people don't even realize that there are different sections. I have found new ways to offer blogs, galleries, and other features directly within the forum without using additional databases. This makes us independent from third parties and provides users with a familiar environment, as most users don't have the mental capacity to distinguish between various sections. That's why I have removed almost everything I once set up with love and effort in terms of additional sections, addons, and databases.

Link Wordpress or blogger to your forum as a page link and encourage them to blog on there.

How often have you done this, connecting a forum with something else?

I've done it dozens of times since VB3, and it was always a hassle and never quite perfect. If you think you need something alongside the forum, you can buy articles or similar solutions, but as I said, you can almost build a blog solution on your own with XenForo and some even free add-ons. And build all sorts of things around it.

There was a famous guy named Waindingo, check out his old add-ons for XF1!
Some of them are done for XF2, and some could give you ideas on how to solve certain issues.
