The boots make you run at +70% speed (equal to L60 rogue sprint).

They have a chance to explode during each second they're active, usually giving you back some of the crafting materials. The effect can be cancelled when unneeded to prevent premature exploding.

5 minute cooldown.

Best WSG Item Ever. They have a much lower chance of backfiring than Gnomish Rocket Boots and the premature explosion is better than blinding yourself while carrying the flag in a heated game.

The goblin rokcet boots backfire(sometimes it is a fear effect!) is 10 times more devestating than the gnomish back fire when running the flag.

There's a lot of confusion about this currently. There are basically four types of items that can be made by engineers:
  • BoE items that can be used by any engineer and traded.
  • BoP items that can be crafted by a specific specialization, but used by any engineer
  • Items that require a specific specialization to use.
  • BoP items that can be crafted by an engineer, but can be used even after engineering is dropped

Gnomish Engineering allows you to craft these items:

Item Bind on PickupRequires Engineering to UseRequires Gnomish to Use

Gnomish Harm Prevention Belt NoYesNo
Gnomish Mind Control Cap NoYesNo
Gnomish Rocket Boots NoYesNo

Gnomish Death Ray YesNoNo
Gnomish Net-o-Matic Projector NoYesNo
Gnomish Shrink Ray NoYesNo
Plans: Inlaid Mithril Cylinder N/AN/AN/A
Lil' Smoky YesYesNo

* This is Bind on Use (not equip).

If your intent is to switch to Goblin after crafting all the goodies (by dropping and re-leveling Engineering), you should probably craft all of these items, but you must craft Gnomish Goggles, Gnomish Battle Chicken, Gnomish Death Ray, and Lil' Smoky (these are Bind on Pickup) or you will lose access to these items permanently (unless you drop and re-level Gnomish Engineering again.)

Ultrasafe Transporter: Gadgetzan and World Enlarger cannot be used by a non-gnomish engineer, so you can skip crafting these if you're planning on switching.

NOTE: Gnomish Death Ray doesn't require Engineering to use, so technically, you could level Engineering to craft this item, and drop it and still be able to use it.

Goblin Engineering allows you to craft these items:

NOTE: I recommend you go Gnomish first because most items crafted by Goblin are consumable, whereas Gnomish is toys and trinkets that can be used after you switch. If you do Goblin first, you'll not be able to craft some of the most powerful explosives in the game for yourself and need to buy them regularly if you want to use them.

Dimensional Ripper - Everlook cannot be used by a non-goblin engineer, so you can skip crafting these if you're planning on switching.

NOTE: Goblin Dragon Gun doesn't require Engineering to use, so technically, you could level Engineering to craft this item, and drop it and still be able to use it.

Currently, 10/29/2019 in Classic WoW, Tinkerwiz in Ratchet is the only NPC that I have found that offers me Goblin/Gnomish specialization.

All of the guides pointing to Nixx Sprocketspring are currently misleading information. It may be that some players are bugged and others are not OR it may be that this information is outdated or preempting changes that came later in retail from 1.12.

Either way, if you find yourself in my situation and none of the other trainers are offering you any quests for specialization or the quests that lead you to which NPCs normally would as other professions have check Tinkerwiz in Ratchet.
