Upcoming UK Elections Could Reshape the Gaming Industry Once Again
The Liberal Democrats have unveiled their latest manifesto, “For A Fair Deal.” The comprehensive 117-page document was launched on Monday in anticipation of the general election scheduled for July 4.
This manifesto outlines the party’s vision and policy proposals across various sectors, including a detailed section on culture, media, and sport. This section focuses heavily on combating the harms associated with problem gambling, an issue that affects thousands of individuals and families across the UK.
A key proposal in the manifesto is the introduction of a compulsory levy on betting companies. This levy is designed to ensure that these companies contribute financially to the efforts aimed at promoting safer gambling.
The funds collected from this levy would be allocated to projects focused on research, prevention, and treatment related to problem gambling.
To further protect individuals, families, and communities from the adverse effects of problem gambling, the manifesto proposes the implementation of “effective” affordability checks. These checks are intended to be particularly targeted at those most at risk of harm.
A soft cap on gambling losses would be set at £100 per month, meaning that gamblers who wish to bet beyond this limit would need to provide financial data demonstrating their ability to afford such expenditures.
In addition to financial protections, the Liberal Democrats advocate for the establishment of a gambling ombudsman. This ombudsman would be responsible for overseeing the gambling industry and addressing issues as they arise.
The manifesto also calls for significant restrictions on gambling advertising. As part of this reform, the Liberal Democrats propose the abolishment of free bets, which betting companies commonly use as promotional tools.
Additionally, they seek to end gambling sponsorship in sports, a measure intended to reduce the normalization of gambling through its association with sporting events and teams.
Another critical aspect of the manifesto’s approach to gambling is the crackdown on black market betting activities. The party emphasizes the need for robust measures to address and diminish illegal betting operations, which often evade regulatory scrutiny and contribute to problem gambling.
Party representatives have voiced strong support for these measures. A spokesperson for the party highlighted the commitment to combating the harms caused by problem gambling, reinforcing the necessity of the compulsory levy and affordability checks.
Wera Hobhouse, former MP for Bath, has been a vocal advocate for a public health approach to gambling legislation. She supports targeted affordability checks to protect those most at risk and the implementation of a soft cap on gambling losses, while also stressing the importance of not imposing overly strict measures that could negatively impact facilities like the Bath racecourse.
The political context surrounding these proposals is notable. The Liberal Democrats last participated in government as part of a coalition with the Conservatives from 2010 to 2015.
Currently polling at around 10%, the party, led by Ed Davey, has not ruled out joining another coalition government.
