History of TKC
How did Kira KontraCOVID and TanodCOVID evolve as “TanodKontraCOVID or TKC?”

✔ March: First prototype and proposal submission ✔ March: Derivative of Project eBayanihan, pivoted for COVID-19
✔ Development is closely guided by DOH KMITS and HPCS ✔ Component in the FASSSTER Platform to address need for

TanodKontraCOVID or TKC

In June 2020, the IATF-ICT sTWG conducted pilot implementation activities of the COVID-19 applications for donation which led to the deduplication
and merging of the two platforms into one “TKC”. Kira (chatbot) + Tanod (sms) + Kontracovid (data management portal)

- Public reference of this merging was published in the DOST-PCHRD annual report 2020
- Other names such as Kira, KontraCOVID, TanodCOVID, Kira-Tanod KontraCOVID all refer to the TKC system
- The official system url is kontracovid.ph it can also be accessed in tkc.doh.gov.ph, email via kira@doh.gov.ph

TKC Account Features for
ESU and Sentinel Sites
Sentinel Sites/Hospitals

● Given a unique TKC Sentinel Account with the following features only:
○ Upload Linelist
○ Manual Encoding
○ Updating/Viewing access to TKC
○ Only cases encoded and uploaded by the sentinel sites will appear in their
case management.
○ Submit nothing to report.
● Once linelist is uploaded, TKC will automatically notify* and disseminate it to your
respective Region/Province/City/Barangay
Epidemiology and Surveillance Unit

● Given a TKC account with the following features only:


○ Upload Linelist
○ Manual Encoding
○ Updating/Viewing access to TKC
● Receive notification when any sentinel site uploads cases that are within their
jurisdiction
● Ensure that case details of the uploaded cases by sentinel sites are complete; ESUs
shall update details as needed.

Summary
- Headers and column names should not be changed
- Values for most fields should follow defined values only (e.g. true/false fields,
nationality)
- Location fields should be in PSG codes
- Lab results and Vaccine columns can contain multiple values. If multiple, all related
columns with values should have double colon separator (regardless if value is
available or not)

1. Log-in to TKC and go to “Case Management”


2. Click “Linelist Actions” and “Upload Linelist”

3. Add a unique name for the linelist

Suggested format:
[Hospital]_linelist_YYYYMMDD

4. Click “Browse” and choose CSV

5. Confirm two checkboxes:


- Uploaded reports are verified
- Create TKC records

- Bell icon (upper right) or
- Linelist Actions → View Linelist Progress

7. Click the uploaded linelist to check if successful;

1 To view errors:
1. Click Linelist Actions → View Linelist Progress
2. Find uploaded linelist name and click X icon to check errors
3. Check row number and column header name

Uploading the TKC Linelist: Error Handling (Common Errors)

1. Error: Null/Empty
Cause: Required field but no value was added
Resolution: Check row number and column then input required value

2. Error: Invalid Date Provided / “values must be valid dates”


Cause: Date format is not a date or not in MM/DD/YYYY format
Resolution: Check row number and column then check date format

3. Error: (column name) is invalid / Invalid Multiple (column name)


Cause: Input is not part of accepted values
Resolution: Check row number and column then check value if in accepted
values

4. Error: The selected current address (column name) psgc is invalid


Cause: PSGC does not follow TKC PSGC format or input is not valid
Resolution: Check row number and column then update to TKC PSGC
format or check if PSGC value is valid

5. Error: (column name) doesn’t match count of (column name).

Cause: For lab result and vaccine columns, if result / vaccine is more than one,
related columns should have double colon separator “::”
Resolution: Check row number and column then check values if all related
columns have the double colon separator “::”

Three possible actions for duplicates:


1. Import: Use import if new case is different and not a duplicate (two rows - old and new)
2. Update: Use update if the newly uploaded case will be used instead of old (one row - new)
3. Ignore: Use ignore if the newly uploaded case will not be used (one row - old)

1. In “Case Management”, click “Linelist Actions” then “Export


Linelist”
2. We can also filter the case management before exporting, to extract
specific case.
3. Enter a name for the linelist and always select “CSV” as file format.
4. Click “Proceed Exporting” and wait for the download to finish.
