Introduction

■ What is the Horseracing Integrity


and Safety Act?
■ Who is apart of it?

Horse Racing
Integrity and
Safety Act
■ Also known as HISA
■ Proposed in March 2019
■ Creates an Authority, called the
Horse Racing Integrity and Safety
Authority
■ Universal committee for racing
– Anti-doping control
– Medication policy
– Race day medication policies
– Racetrack safety
Who makes up the Authority?

■ Many former board members of racetracks, racing


associations, and breeding associations
– Churchill Downs, NYRA, NTRA, Maryland Jockey Club,
Keeneland, Breeder’s Cup, Fasig-Tipton
■ Veterinarians
■ Members not affiliated with Thoroughbred industry
– Allows an outsider’s opinion with no previous bias
Uniformity Issue
■ Currently, each state’s racing
commissions govern the policies
regarding racing in each individual state.
■ Medications, race-day, safety, anti-doping
■ Way too many organizations governing
these issues
■ Can be difficult to keep track of changing
rules and regulations when traveling
from state to state to race
Current Policies under
State Racing Commissions
■ Causes multiple discrepancies and violations due to the
varying rules and regulations across the United States
■ From public’s point of view
– May show that we do not have a great grasp on the
medication policies and can not adhere to a uniform
standard
■ In almost every other country where racing occurs there
is a central governing body over racing.
– British Horseracing Authority
■ Different wording in different state racing rule
handbooks
– Furosemide (Lasix)
– Race day, post times, etc.
How will the HISA impact the industry?
■ Owners, trainers, jockeys, and veterinarians will have to learn new rules and
regulations
– Should make things easier and more clear
■ Stewards and current state racing commissions will have to work with the
Authority
■ The Authority will work with the United States Anti-Doping Agency (USADA)
to standardize and review the rules and regulations
■ Some people in the industry presented with backlash and issues against HISA
– Horse owners/trainers won’t have their voice heard since it is a large
democratic program
– Worried about funding
– “Unelected” body
Racetrack Safety
■ A huge component of HISA
■ All tracks will be evaluated and will be held to a
certain safety standard.
■ Common concern:
– Not all tracks have the funding/labor to be
able to keep up with the larger tracks such as
Keeneland, Churchill Downs, Saratoga, etc.
– This has been addressed
– The HISA authority will take into account the
size and differences between the racing
facilities and allow for a slight variation in
standards, while still ensuring safety.
Social License to
Operate
■ The HISA Authority will be a step in
the right direction, especially to the
public.
■ Medina Spirit
– Tested positive for
Betamethasone following 2021
Derby win
– Put the racing industry in the
spotlight for medication
violations and doping concerns
■ This has been an ongoing issue that
needs to be addressed!
■ The continuation of negative press
will cause the horse industry to lose
its social license to operate.
Draft and Public Comments

■ On November 11, HISA published proposed rules and regulations to allow the
public and the industry members to read and make comments
■ They worked with USADA to make this draft of rules
■ This was a great way to show that the members of the Authority will take the
industry members, owners, trainers, etc. into consideration when making decisions
■ Equine Protocol, Prohibited List, Definitions, Equine Arbitration Procedures,
Testing and Investigation Standards, and Standards for Laboratories
Conclusion

■ The enactment of the Horseracing Integrity and Safety Act and the
establishment of the Authority is a positive step the industry needs and
will take in order to keep the industry moving in the right direction.

■ This universal reform will allow for less confusion and clearer rules
and regulations.
■ This will benefit everyone in the industry, the public, and most
importantly, the horses.
