• Three Tiered Defense System (dtd Feb ‘03)
A Primer on the PNP Action Agenda in the Campaign Against Terrorism,
Kidnapping, and Other Major Crimes.
The Three-Tiered Defense System, as the PNP anti-terrorism strategy, is
divided into three major components, namely: Intelligence, Target
Hardening and Incident Management. Legal Offensive shall cut across
the three-tiered defense system, wherein the DND/AFP, DOJ and the
Commission on Human Rights shall assist in the investigation,
documentation and prosecution of all terrorism related cases. This Three-
Tiered Defense System solidly rests on community partnership – the
involvement of the entire society.
• National Internal Security Plan (NISP) (dtd Sep 7 ’01)
Aims to prescribe the general framework and provides policy guidelines
for coordinating, integrating and accelerating overall government

Sec 1. The PNP shall support the AFP in combat
operations….
Sec 2. The PNP is authorized to deputize the
barangay tanods as force multipliers in the implementation
of peace and order plan subject to concurrence of LCE
through POC.
Sec 3. Governors and Mayors to implement Sec 16
of the Local Government Code shall insure that sufficient
funds be appropriated in the annual budget for the
operational and logistical support to PNP to implement this
EO.
Sec 4. LCEs in coordination with POCs shall include
in the IA/CPSP, the priority program of action/thrust in
resolving insurgency and other threats to national security

Intelligence
• Information Gathering shall be expanded to mean gathering prosecution-
oriented intelligence, strategic, tactical and combat intelligence, and also
counter intelligence measures.
• Barangay Intelligence Network (BIN) is a major component in this effort,
the linkages made through the COPS can be a fertile ground for relevant,
accurate, reliable and timely intelligence.
• Special intelligence projects and case operation plans against high value
targets, to include enhancement of the PNP reward system against
insurgent personalities are given priority.
• Domestic Intelligence exchange with the other law enforcement agencies
and the AFP through an integrating mechanism is required. Furthermore,
the advent of transnational crimes and the discovery of Al-Qaeda cells in
the Philippines necessitate that efforts to link with foreign law enforcement

agencies (Foreign Intelligence Exchange) must be made.

Operations
• One of the inherent powers of the state is “Police Power”. It derives
from that constitutional principle that the “state has that inherent
power to defend herself against societal elements which threaten her
sovereignty.” The PNP under Art XVI Sec 6 of the Philippine
Constitution is given the mandate as the primary law-enforcement
agency of the government. As such, the PNP shall use all available
resources and manpower in waging an internal security operation
against all threats in order to attain a safe and peaceful community.
• Upon completion of the objectives of operations, investigation and
intelligence in internal security, the PNP in upholding the Rule of Law,
is mandated to conduct law-enforcement operations in the
suppression of the criminal aspects of insurgency.

Investigation
• Executive Order No. 493, dated January 17, 2006, provides for the
creation of the Inter-Agency Legal Action Group (IALAG) for the
coordination of national security cases. It is created to provide
effective and efficient handling and coordination of the investigative
and prosecutorial aspects of the fight against threats to national
security. It addresses specific offenses that constitute threats to
national security including but not limited to cases of rebellion,
sedition and related offenses.
• The end objective of this effort is for the courts to issue warrants of
arrests against CTM personalities, their subsequent arrest,
prosecution and finally conviction by the court.

Police-Community Relations
• It must be stated that beyond the armed struggle is the political
struggle defined in simple terms as the “battle of the hearts and
minds” of the people. It is the battle of “perception” that the PNP must
win. This can be done in various ways such as the systematic
development, production and dissemination of information that
counters enemy propaganda. Another approach is the organization
of counter-organization for each sectoral organization of the
insurgents. These sectoral fronts in urban centers or white areas
shall be met head-on by pro-government groups specially organized
in order to disband or neutralize them.

Pursuit of the Quad Concept (Intelligence, Investigation,


Operations & Police Community Relations) of law-
enforcement which deals with the primary functions of
Intelligence, Investigation, Operations and Police-

during the three (3) categories / phases of responses
(Proactive, Reactive, and Post Conflict) together with the
integration efforts of the AFP and other civilian agencies of
the government.

DUTIES & FUNCTIONS OF SUB-NATIONAL COUNCILS
 Apply moral suasion to and/or recommend sanctions
against local chief executives who are giving material
and political support to Communist rebels.
 Monitor the provision of livelihood and infrastructure
development programs and projects in the remote rural
and indigenous population areas adopted to isolate
them from the Communist rebels’ Agitate/Arouse,
Organize and Mobilize” and ideological, political and
organization works.
The Civilian Volunteer Organizations (CVOs)
shall be managed and supervised by the
respective Regional, Provincial, City or Municipal
Director of the PNP. 48

 Sec 5. Regional ISO Convergence Office –


there is hereby created in each region a Regional
ISO Convergence Office under the RPOC. It shall
focus on the convergence and the orchestration
of ISO efforts of civil authorities and agencies,
military and police.

The Infantry Division Commander shall act


as the Executive Officer. He shall be
assisted by the Presidential Assistant for
the Region.

 Sec 6. Kalayaan Barangay. – The Kalayaan


Barangay list drawn up by the Department of
Defense may be amended, with the approval of
the Unified Area Commander, to conform with the
need to provide livelihood and infrastructure
development programs and projects in the
relevant remote rural and indigenous population
areas adopted to isolate them from the
Communist rebels’ “Agitate/Arouse, Organize and
Mobilize” and ideological, political and
organization works.
