Intelligence
• Information Gathering shall be expanded to mean gathering prosecution-
oriented intelligence, strategic, tactical and combat intelligence, and also
counter intelligence measures.
• Barangay Intelligence Network (BIN) is a major component in this effort,
the linkages made through the COPS can be a fertile ground for relevant,
accurate, reliable and timely intelligence.
• Special intelligence projects and case operation plans against high value
targets, to include enhancement of the PNP reward system against
insurgent personalities are given priority.
• Domestic Intelligence exchange with the other law enforcement agencies
and the AFP through an integrating mechanism is required. Furthermore,
the advent of transnational crimes and the discovery of Al-Qaeda cells in
the Philippines necessitate that efforts to link with foreign law enforcement

agencies (Foreign Intelligence Exchange) must be made.

Operations
• One of the inherent powers of the state is “Police Power”. It derives
from that constitutional principle that the “state has that inherent
power to defend herself against societal elements which threaten her
sovereignty.” The PNP under Art XVI Sec 6 of the Philippine
Constitution is given the mandate as the primary law-enforcement
agency of the government. As such, the PNP shall use all available
resources and manpower in waging an internal security operation
against all threats in order to attain a safe and peaceful community.
• Upon completion of the objectives of operations, investigation and
intelligence in internal security, the PNP in upholding the Rule of Law,
is mandated to conduct law-enforcement operations in the
suppression of the criminal aspects of insurgency.

Investigation
• Executive Order No. 493, dated January 17, 2006, provides for the
creation of the Inter-Agency Legal Action Group (IALAG) for the
coordination of national security cases. It is created to provide
effective and efficient handling and coordination of the investigative
and prosecutorial aspects of the fight against threats to national
security. It addresses specific offenses that constitute threats to
national security including but not limited to cases of rebellion,
sedition and related offenses.
• The end objective of this effort is for the courts to issue warrants of
arrests against CTM personalities, their subsequent arrest,
prosecution and finally conviction by the court.

Police-Community Relations
• It must be stated that beyond the armed struggle is the political
struggle defined in simple terms as the “battle of the hearts and
minds” of the people. It is the battle of “perception” that the PNP must
win. This can be done in various ways such as the systematic
development, production and dissemination of information that
counters enemy propaganda. Another approach is the organization
of counter-organization for each sectoral organization of the
insurgents. These sectoral fronts in urban centers or white areas
shall be met head-on by pro-government groups specially organized
in order to disband or neutralize them.
