The scope of work and explanatory notes given below are neither complete nor
exhaustive but are added to assist the contractor to understand the project. The
detailed scope is as described in the Technical Specifications. However, any item of
work required to be carried out for proper and satisfactory completion of work with
the highest standard of workmanship is deemed to be included in the scope of work.
The proposed Supply, Testing, Supervision & Commissioning of 1 No. 2500 KVA
Transformer for HINDUSTAN PETROLEUM CORPORATION LIMITED ( BOKARO )
.
2.0 Site Conditions:-
The project site is located at Bokaro in the state of Jharkhand. The vendor should
visit the site and obtain on the spot information required by him and having bearing
on this work.
The vendor shall prepare and submit the Consultants for his approval detailed Shop
drawings of 2500KVA Transformer and any other equipment to be fabricated by
vendor within 7 days of signing of the Contract.

1) Time for completion shall be reckoned from the date of issue of Fax/ Letter of
Intent/Purchase Order by HPCL.
2) Time for completion shall include the time required for mobilization,
demobilization, carrying out the works as per requirements of Contract Document
and instructions of HPCL Engineer-in-Charge.
3) Supply of the transformer only comes under the LD clause while Supervision &
Commissioning doesn’t comes under this clause.
1.0 GENERAL:

a) 33000/433 Volts 2500 KVA 3 Phase 50 Cycles Step down transformer
This specification intends to give a general indication of the equipment and the bidder shall
submit an offer for suitable equipment to meet the specification requirements. The
bidder shall submit detailed technical specifications of the equipment together with
illustrative literature and equipment outline drawings.
b) The scope also includes providing assistance to the Electrical Contractor in taking the
approval of the Electrical Authority for the commissioning of the Transformer. The
assistance to be provided in the form of compliance of all the technical aspects required for
the Approval and providing the drawings of the transformer.
3.0 Standards :
Unless otherwise modified in this specification the transformers shall comply with the
to the purchaser, such as ANSI, OSA, DIN, IEC, etc. The specified equipments are of
standard industrial type and can be supplied by manufacturers active in the international
market.

3.1 The design, manufacture and performance of equipment shall comply with all currently
applicable statutes, regulations and safety codes in the locality where the equipment will
be installed. Nothing in this specification shall be constructed to relieve the Vendor of his
responsibility.
3.2 Unless otherwise specified equipment shall conform to the following latest applicable
Indian Standards
4.2 Extreme care shall be taken to make the enclosed equipment proof against entry of
rats, lizards and other vermin. All ventilation and other openings provided in the
equipment shall have suitable oil seal.
4.3 Continuity of power supply his the first consideration and the equipment design shall be
such as to provide facilities to simplify maintenance, inspection, testing and general
repairs at site.
4.4 Climatic Conditions :
2500 KVA Rated Transformer as per the design considerations and as shown in
drawings.
5.1.4 Ratio :

Delta on H.V. side and Star on M.V. side with Additional Neutral Bushing brought out
for solid earthing from top of the tank cover.
5.1.7 Impedance :
The Transformers shall be so designed and manufactured to have matched impedance for
a parallel operation. Impedance shall not exceed 6.25% and variation in impedance of the
ultimate finished product shall be with +/- 5% of the nominal impedance value.
Flux density should not be more than 1.55 Tesla at the rated voltage and frequency.
Transformer core should be designed in such a way that it will not get saturated for any
value of V/f (Voltage/frequency) ratio to the extent of 112.5% of rated value of V/f ratio
(i.e. 33000/50). Actual core design along with calculations in support of it should be
enclosed with the offer.
5.1.8 Type :
Outdoor
b) Exposed parts shall not leave pockets where water can collect.
c) Internal design of transformer shall ensure that air is not trapped in any location.
d) Materials in contact with oil shall be such as not to contribute to the formation of acid in
oil. Surfaces in contact with oil shall not be galvanized or cadmium plated.
5.2.2 Core :
a) The magnetic circuit shall be of "Core type" construction. The core shall be built out
of High grade, non ageing, low loss, high permeability, cold rolled grain oriented
silicon steel laminations.
c) The core shall be provided with lugs suitable for lifting the complete core and coil
assembly.
d) The core and coil assembly shall be so fixed in the tank that shifting will not occur during
transport or short circuits.
e) Prime HiB Grade material should be used for core Building. The Purchaser reserves the
right of measurement of core losses on a Raw core material. Prior to building of the core
the manufactures to submit the loss curve of CRGO material used in manufacturing.
f) Manufactures has to submit the bill of lading and certificate of Origin for Core Material,
Copper and other raw materials used in the manufacturing of the Transformer.
g) Manufactures should have in house facility for core cutting and slitting.
h) The grade of core laminations to be used shall be M4 or better. The successful bidder, shall
be required to submit the manufacturer’s test report showing the Watt Loss per kg and the
thickness of the core plate, to ascertain the quality of Core materials.The purchaser reserves
the right to get sample of the core material tested at any Government recognized
laboratory.
i) All core bolts shall be insulated from core and shall withstand 2 KV for one minute.
5.2.4 Winding :
b) Materials used in the insulation and assemble of the windings shall be insoluble, non-
catalytic and chemically inactive in hot transformer oil, and shall not soften or be
otherwise affected under the operating conditions.
c) In case of DYN 11 transformers, neutral shall be brought out in open for solid earthing
on the secondary side, separately on the tank.
e) The winding shall be so designed that it can withstand the specified thermal and
dynamic short circuit current.
5.2.5 Tank :
The transformer tank and cover shall be fabricated from good, commercial grade,
low carbon steel plate of minimum 6 and 8 mm thick for side wall and 8 and 10mm thick
for top and bottom cover and suitable for welding for 2.5MVA transformers respectively.
a. Tank shall be made from good commercial grade low carbon steel and shall be of welded
construction. The tank and cover shall be of welded construction. All seams shall be
welded and wherever practicable, they shall be double welded. The tank weld shall be
reinforced by stiffeners of structural steel for general rigidity. The tank shall have sufficient
strength to withstand without permanent distortion under following conditions:
ii Continuous internal gas pressure of 35 KPa with oil at operating level and
iii Normal Mechanical shock during transportation, loading and unloading operations.
b. The tank cover shall be bolted to the tank and the transformer design shall be such that the
tank will not be split between the lower and upper cooler connection for untanking.
c. The tank of the transformer shall be complete with all accessories and shall be designed so
as to allow the complete transformer filled with oil to be lifted by crane or jack transported
by road, rail or water way without over straining any joints and without causing subsequent
leakage of oil.
d. The main tank body excluding tap changing compartments, radiators and coolers shall be
(KN/sq.m.)

g. Tank shall be designed to permit lifting, by crane or jacks, of the complete transformer
assembly filled with oil. Accordingly the base shall be suitably reinforced to prevent any
distortion.
For gasket joints rubberized/Neoprene cork gasket shall be used. The gaskets shall be
placed in properly machined grooves with adequate space for accommodating the gaskets
under compression. Suitable mechanical stops shall be provided to prevent crushing of
gaskets. All gasketed joints are to be provided with each bolting position flexible copper
jumpers to maintain continuity. SRBC gaskets can be used.
5.2.6 Oil :
Transformer oil to be used in all the power transformers shall comply with the
requirements of latest IS 335 or relevant. In addition the oil should conform to `Ageing
Characteristics’ specified below for New Oil and Oil in Transformers. New oil - Ageing
characteristics after accelerated ageing (open beaker method with copper catalyst):
The important characteristics of the transformer oil after it is filled in the transformer
(within 3 months of filling) shall be as follows: -
2. The OLTC gear shall have diverter resistance or reactance and the current diverting contacts
shall be housed in a separate oil chamber segregated from the main tank of the transformer.
The contacts shall be accessible for insulation and shall be replaceable type.
3. Separate Buchholz relay/oil surge relay shall be provided on OLTC tank. Oil filled
compartment shall be provided with filling plug, design valve with plug air release vent,
inspection opening with gasketed & boat cover.

6. The OLTC motor shall have selector wheel & arm circuit switches to prevent motor over
travel in either direction.
9. The equipment shall be suitable for supervisory control and indication on a multi- way
switch, make-before-break, having one fixed potential free contact for each tap position. This
shall be provided in addition to any tap changer drive gear. This switch shall be provided in
addition to any switch which may be required for remote tap position indication purposes.
Supervisory indication shall also be provided in the form of contacts to close on ‘Tap change
incomplete’
10. Operation from the local or remote control switch shall cause one tap movement only until
the control switch is returned to normal or off position between successive operations.
11. All electrical control switches and the local operating gear shall be clearly in a suitable
manner to indicate the direction of tap changing.
12. The local control switches shall be mounted in the driving gear housing.
13. The equipment shall be so arranged as to ensure that when a tap change has been
commenced it shall be completed independently of the operation of the control relays or
switches. If a failure of the auxiliary supply during a tap change or any other contingency
such as tap changer getting stuck would result in that movement not being completed,
adequate means shall be provided to safeguard the transformer and its auxiliary equipment.
15. All relays and operating devices shall operate correctly at any voltage between the limits as
specified.
16. The tap changing switches and mechanism shall be mounted in separate compartment
mounted in an accessible position on the transformer tank.
17. Limit switches shall be provided to prevent over running of the mechanism and shall be
directly connected in the circuit of the operating meter. In addition a mechanical stop
device shall be provided to prevent over running of the mechanism under any condition.
18. Limit switches may be connected in the control circuit of the operating motor provided that
a mechanical declutching mechanism is incorporated.
20. The control circuits shall operate at 110 volts single phase AC voltage.
21. The whole of the apparatus shall be of robust design and capable of giving satisfactory
service without undue maintenance under the conditions to be met in service including
frequent operations. Counter shall be provided to the tap changing mechanism to indicate
the number of operations completed by the equipment.
22. A permanently legible lubrication chart shall be fitted within the driving mechanism
chamber.
23. Tap changer shall be complete with inspection covers, piping separate conservator tank,
buchholz relay, MOG on conservator, oil filling plug, air release plug, silica gel breather,
pressure relief device with 2A, 100V DC contact for remote annunciation/alarm/trip
24. For in-tank type OLTC pressure relief device shall be provided for transformer tank and oil
surge relay shall be provided for OLTC.
Continuously rated for full load, temperature rise not to exceed 45 degree centigrade by
thermometer in oil (50 degree centigrade by resistance). All the losses calculation shall be
submitted at 95 degree temp conditions. At 95 degree temp conditions the vendor should be
able to achieve minimum No load losses and minimum Full load losses. The losses should
be define at the time of offer.
5.2.9 Cooling :
Natural oil cooling by means of pressed/round tubes/ radiators around transformer tank,
ONAN type.
Unless otherwise specified in the order, the following standard fittings shall be provided.
The fittings shall be in accordance with the details to the extent these are specified in latest
IS: 2026.
i Inspection covers.( Thickness of inspection cover shall be same as Top of the tank)
v Lifting lugs.
vi Radiators. (18 SWG) The no. of radiators/fins and heat dissipation calculation to justify
the no. of radiators shall be submitted along with the offer.
ix Thermometer pocket.
xiv Gas/Oil actuated relay (Buchholz Relay) with shut off valves on either sides.
xx Vermin proof with required glands, locks, glass door, terminal Board, heater with
switch, illumination lamp with switch, terminal connectors etc.
xxi Oil Temperature Indicator with two contacts for alarm & Trip – 1 No.
xxii Winding temperature Indicator with two contacts for alarm & Trip –1 No.
The transformer shall also be provided with suitable haulage holes on the four sides with
suitably braced, pulling eyes for haulage of the transformer in longitudinal as well as
transverse directions.
The arrangement of lifting the active part of the transformer along with the cover of
the tank by means of lifting lugs without disturbing the connections. Also complete
transformer lifting lugs shall be provided. Lifting arrangement for core and coils shall
also be provided.
The transformer shall be provided with non-corrosive, legible rating and diagram plate of
minimum 18 SWG Brass material. Rating and diagram plate shall be riveted/ bolted to the
transformer tank at an average height of about 1500 mm above the plinth level. The rating
and diagram plate shall bear data as specified in Part-3 of IS 2026 or relevant International
Standard. The plate shall also bear Name of purchaser viz. Damodar Valley Corporation
in full.

In addition to the above a plan of the transformer giving the correct physical relationship
of the terminals shall be clearly indicated on the rating and diagram plate.

Vector Group, tap changing diagram etc.
An air release hole with plug is to be provided on the top of the tank cover to facilitate the
release of the entrapped air while filling of oil.
5.3.7 Breather :
The transformer to be provided with an indicating dehydrating silica gel-breather of
sufficient capacity.
a) Main tank drain valve with flanged or threaded connection. The drain shall be so designed
such that, the 90% of the oil can be drained off in 10 minutes.
A conservator complete with sump and drain valves shall be provided in such a position as
not to obstruct the electrical connections to the transformer, having a capacity between the
highest and the lowest visible levels to meet the requirement of expansion of the total cold
oil volume in the transformer and cooling equipment from the minimum ambient
temperature i.e. -5 Deg. C to 98 Deg.C. The minimum indicated oil level shall be with the
feed pipe from the main tank covered with not less than 25 mm depth of oil and the
Conservator will have volumetric capacity of at least 10 % of total volume of oil in the
tank Moreover the oil in conservator upto the minimum level mark on the oil level gauge
should be at least 3 % of the total volume of oil in the transformer excluding oil in the
OLTC. The conservator shall also be provided with oil filling hole, cap, drain valve, 15-
mm air release plug and silica gel breather. The size of the drain valve shall be 15 mm for
Conservator diameter of 650 mm and below. For higher size of the Conservator, the drain
valve shall be of 25 mm size. It shall be possible to completely drain the oil from
Conservator when it is installed in its normal position on the transformer.
The oil connection from transformer tank to the Conservator Vessel shall be arranged at a
rising angle of 3 to 9º to the horizontal up to the Bucholz Relay and shall consist of 50
mm. inside diameter pipe as per latest IS 3639 or equivalent International Standard.
2 Nos. bi-directional plain rollers shall be provided to the transformers on each cross
channels to facilitate easy movement and positioning of the transformer. Rollers shall be
provided for being turned through an angle of 90 deg. and locked in that position when the
tank is jacked up.
A pocket for reading oil temperature by thermometer along with thermometer 0-120
degree centigrade mercury in glass thermometers shall be provided. This pocket shall have
water proof, dust proof and weatherproof design to avoid contamination of transformer oil,
under outdoor usage.
5.3.12 Explosion Vent:
The tank shall be provided with a pressure release device. The device shall be
weatherproof and shall be provided with a diaphragm. The Equalizer pipe shall be
connected to the pressure release device (explosion vent) to the conservator. The vent
shall be placed in such a manner so that in case of diaphragm rupture the discharge of oil
shall not be on the transformer.
5.3.13 Tolerance:
The tolerance of guaranteed performance figures shall be as specified in the latest issue of
specification.
5.4.2 On M. V. Side :
On M.V. Side cable end box shall be provided suitable to accept 18 Run of 3.5Core X
300Sq. mm. XLPE cable. The Cable terminal box shall be provided with suitable Solid
Copper flats of proper size. The extended copper flats shall be suitable to accept the cable
terminations connections from Top.
5.5 Painting :
The interior of transformer tank, other oil filled chambers and internal structural steel
work shall be painted with heat resistant, oil insoluble insulating varnish after
thorough cleaning of all scales and dust.
b. Before painting or filling with oil, the external surfaces of transformer tank and
structural steel work shall be completely cleaned and made free from rust, scale and
grease by applying shot blasting or sand blasting. Cavities on castings shall be filled by
metal depositions.
c. The interior of transformer tank, other oil filled chambers and internal structural
steel work shall be cleaned of all the scales and rust by application of standard
approved methods. There after these surfaces shall be painted with hot-oil resistant
varnish or paint.
d. Except for nuts, bolts and washers which may have to be removed for maintenance
purposes all external surfaces shall receive minimum of four coats of paint. The
e. The 1st and 2nd coats of painting shall be of primer and shall be applied immediately
after cleaning. The 3rd coat shall be of an oil and weather resisting quality, preferably
given a fungicide treatment and of a shade or color easily distinguishable from the
primary coats and shall be applied after the primary coats have been touched up where
necessary. The final coats shall be of glossy oil finish and weather resisting non-fading
paint of shade no. 220 (Olive Green) of IS 5 or relevant International Standard. Primer
paint shall be ready mix Zinc chromates as per IS 104 or relevant International
Standard. Intermediate and final coat of paint shall be as per IS 2932 or relevant
International Standard.
5.6 Noise :
The audible sound level measured at one feet from the external surface of the
transformer shall not exceed 75 db’s.
c) Impedance Voltage.
f) Insulation resistance.
i) Heat Run Test at full load plus 20% over load for One hour.
l) Oil leakage gas collection, oil surge and voltage tests on gas and oil actuated relays.
All the routine tests shall be conducted in the suppliers'laboratory at their cost.
Heat run test shall be arranged free of cost on the unit selected from the 1st lot by our
Executive Engineer / Authorized Representative.
The calculations to confirm the thermal ability as per latest IS: 2026 Part-I or
equivalent International Standard, shall be submitted to our Executive Engineer (IW).
In case of Temperature Rise Test, if NABL laboratories are unable to carry out test at
their own laboratory, then bidder may hire services of NABL laboratories and carry out
Temperature Rise Test at their works with testing equipment of NABL. Test have to be
carried out by testing engineer of NABL and certification of the same have to be given
on NABL’s letter head.
If above tests are carried out beyond 5 years, then the offer may be considered for
placement of order however, successful bidders have to carry out the said type tests
before commencement of supply at their own expense.
If above tests are carried out on higher capacity of offered type transformer, then the
offer is considered for placement of order. However, successful bidders have to carry
out the said type tests on offered type transformers before commencement of supply at
their own expense.
The purchaser reserves right to demand repetition of some or all type tests, in the
presence of purchaser'
s representative. For this purpose, the tenderer may quote unit
rates for carrying out each type test.
For any change in the design/type already type tested and the design/type offered
against this specification, the purchaser reserves right to demand repetition of these
tests.
b) Operational tests to show the correct functioning of all devices associated with the
transformer.
The tank of a Power Transformer (excluding tap changing compartment, radiators and
coolers) shall be able to withstand a vacuum gauge pressure of 68.0 KN/ sq.m. (500
mm of Hg). The permanent deflection of the flat plate after subjecting the transformer
tank to the above vacuum for one hour shall not exceed the following values, without
affecting the performance of the transformer.
The successful bidder shall submit six copies of manual of complete instructions for the
installation, operation, maintenance and repairs, circuit diagram, foundation and trenching
details shall be provided with the transformers.
8.0 Rejection:
The Consultant/Owner, may reject any transformer if during tests or service any of the
following conditions arises:- ( Note :- All the losses are to guaranteed for the temp rise of
45 degree over the ambient of 50 degree and all the design calculations for the losses and
impedance shall be submitted before the inspection).
8.1 No load loss exceeds the guaranteed value by 10% or more.
8.2 Load loss and copper losses exceeds the guaranteed value by 10% or more.
8.3 Impedance value exceeds the guaranteed value by +/- 10% or more.
8.4 The difference in impedance values of any two phases during single phase short circuit
impedance test exceeds 2 percent of the average value guaranteed by the VENDOR.
The transformer will be tested for acceptance tests at factory, in the presence of Third
Party/ Consultant representative, before dispatch.
The inspection may be carried out by the purchaser at any stage of manufacture. The
a) Relays in the control circuit for the operation of the transformers in parallel.
c) Tap change in progress lamp (white color) with circuit interrupter for blinking.
d) Lamps (white) showing healthy auxiliary supply from 240/110 Volts Center point
earthing.
e) Time delay contactors 1-5 Seconds with 5 Amps. Contacts for tripping when a follower
fails to go into steps with the master together with indication.
g) Winding Temperature alarm with suitable cancellation device for 2.5 MVA X’mer.
i) Time delay contactors 1-5 Seconds for tripping due to incorrect coupling in master
position.
j) (out of step tripping). The desired time delay for tripping will be to 50 Seconds.
s) Tapping method:
1) The switch position no.1 shall correspond to the maximum plus tap.
2) The primary winding shall be connected delta and secondary winding star as per
vector group DYN 11 (IS 2026 latest version.) so as to produce a positive
displacement of 30 deg. from the primary to the secondary vector of the same phase
(vector rotation assumed counter clockwise).
3) The neutral point of the secondary winding shall be solidly earthed and should be
brought out to separate insulated terminal through an earthing current transformer for an
earth leakage relay to be connected whenever required.
The Power transformer shall be suitable for operating under overload condition as
specified in IS 6600. and a separate Over Loading chart should be submitted along with
offer.
Information and copies of test certificate as in (i) above respect of bought out accessories
including terminal connectors.
List of manufacturing facilities available. In this list the tenderer shall specifically mention
whether lapping machine, vacuum drying plant, air conditioned dust free room with
positive air pressure for provision of insulation and winding etc are available with him.
Level of automation achieved and list of areas where manual processing still exists.
List of areas in manufacturing process where stage inspection are normally carried out for
quality control and details of such tests and inspections.
List of testing equipment available with the tenderer for final testing of transformers and
test plant limitation, if any, vis-à-vis the type, special acceptance and routine tests specified
in the relevant standards and the present specification. These limitations shall be very
clearly brought out in Schedule – F i.e. schedule of deviations from specified test
requirements.
The successful tenderer shall submit the Routine Test Certificate along with central Excise
Gate Passes for the following raw materials viz Oil, Copper for Conductors, insulating
materials, Core materials, Bushing at the time of routine Testing of the fully assembled
transformer.
8. Drawings:- A set of following drawings shall be submitted by the tenderer along with the offer:
a. General Dimensional drawing.
b. Core details drawing.
c. Rating & Diagram Plate Drawing.
d. HV/LV Bushings
e. Marshaling Box with connection diagram.
The tenderer should also furnish the following O.L.T.C. drawings along with the offer.
f. Tap changer phase diagram.
g. G.A. of Tap changer control panel.
h. Wiring diagram of tap changer control panel.
i. Schematic diagram for group control of tap change gear.
j. OLTC Rating Plate.
k. O&M Manual.
9. Documentary evidence to prove experience of not less than 5 years in Design, Manufacture, supply
and Testing at work for equipment / materials offered for equal or higher voltage class.
10. Documentary evidence to prove that tenderer have a minimum turnover of 60% of the value of
the material offered in any one financial year during the previous 3 years.

VENDOR DURING BIDDING STAGE SHALL SUBMIT HIS QUALITY ASSURANCE PLANS
(QAP) CONSISTING OF RELEVANT PROCEDURES COVERING VARIOUS ACTIVITIES LIKE
DESIGN AND ENGINEERING, MATERIAL PROCUREMENT , MANUFACTURE INSPECTION
AND TESTING, DOCUMENTATION, DISPATCH TO SITE , ERECTION AND
COMMISSIONING WHEREVER APPLICABLE AND MAINTENANCE OF QUALITY
RECORDS IN THE POST ORDER STAGE. THE VENDOR SHALL SUBMIT THE QAP TO THE
SITE ENGINEER FOR APPROVAL WITHIN 2 WEEKS FROM THE DATE OF RECEIPT OF
LOI/PO WHICHEVER IS EARLIER. THE QAP SHALL BE APPROVED BY THE AUTHORIZED
REPRESENTATIVE OF TPI AGENCY AND THEN TO HPCL AFTER THE APPROVAL OF TPI
AGENCY.

VENDOR SHALL SUBMIT INSPECTION AND TEST PLAN FOR APPROVAL WITHIN 2
WEEKS OF LOI/PO AND BEFORE COMMENCEMENT OF MANUFACTURE TO THE SITE
ENGINEER AS WELL AS TO THE THIRD PARTY INSPECTION AGENCY (TPIA) THAT THE
VENDOR WISHES TO APPOINT FOR CARRYING OUT INSPECTION AND TESTING. THIS
DOCUMENT SHOULD CLEARLY SPECIFY THE NAME, DESIGNATION OF THE PERSON
CONCERNED (WITH TELEPHONE/MOBILE NO AND EMAIL) AND COMMUNICATION
ADDRESS OF THE TPI.
VENDOR SHALL USE ONLY CALIBRATED MEASURING AND TEST INSTRUMENTS AND
MAINTAIN CALIBRATION RECORDS. VENDOR SHALL FURNISH RECORDS OF
CALIBRATION OF MEASURING AND TEST INSTRUMENTS INCLUDING RECALIBRATION
RECORDS TO THIRD PARTY INSPECTION AGENCY ON DEMAND.
