VISION & GOALS


VISION STATEMENT:

To

become the growth engine of the north Karnataka by unlocking the City
Region's immense potential. Leveraging locational advantage, size and
human resources potential, we will emerge as 'The' destination for
knowledge based industry; in the process the city shall exploit ICT and IOT to
empower the citizens, business and government so as to evolve as a self
governed city that will score high on liveability and sustainability

VISION & GOALS


Relation of vision statement to City Profile:
The twin cities of Hubballi-Dharwad are well known for being a cultural and educational centre. The focusof our vision statement
is to become an economically dynamic region with social and cultural development. The Self-Assessment of the city by its
citizens points to the perceived need for better basic civic amenities & infrastructure development. (62% of respondents opted
for Water coverage). The vision aims to provide the citizens with access to the essential core services and physical infrastructure
requisite for a good quality of living. It also proposes to provide for Horizontal-Vertical roads, Pedestrian Pathways, Intelligent
Parking, access to Non-Motorised vehicles and Intelligent Traffic Management systems.

Relation of vision statement to Unique challenges and Opportunities present in HDMC:


Unique challenge will be to integrate the transportation, education and economic activities. Vision statement will act as a
catalyst for the development of Hubballi-Dharwad in terms of efficient transport & traffic services, development of industrial
facilities, and provision of affordable housing & basic infrastructure.
Aspirations and goals for the city along with key metrics of liveability and sustainability improving over next 5-10 years
Economic development Invigorating existing sectors such as Logistics, Education, IT and ITES etc. by providing an eco-system
that synergises the strengths of the twin cities to drive the regional economy and job creation. This will entail the creation of
60,000 jobs in the next 10 years. The ecosystem will include the creation on IT growth zone between the 2 cities with ease of
accessibility and all other complimentary functions supported by Smart infrastructure
Knowledge and Skill Development Creation of High quality industry ready man power by focusing on tertiary education, skill
development centres, incubation centres, industry-institution collaboration network.

VISION & GOALS

Governance
To provide an integrated technology platform that ensures Transparency, efficiency,

responsiveness and accountability to empower all sections (Senior citizens, disabled etc.) of
the society.
To increase the ease of doing business through the platform that enables the existing and
prospective businesses to access information, obtain administrative clearances, financial
assistance and fulfil manpower requirements.
To leverage the information and data advantages of the government towards supporting the
sustainability of the economic ecosystem including local markets, social groups and all

governance needs- in effect increasing the ease of doing business in the city.

VISION & GOALS

Physical development:
To leverage upcoming BRTS, to enhance City-wide mobility and create a new growth zone
accessible by both the existing cities that can support and accommodate all the new economic

activities that includes;


Core physical infrastructure for Industrial/IT Parks with seamless city mobility, net-connectivity,
IT services and other complimentary support systems.

Green and environment friendly development infrastructure enabling mixed land use and
compact Transit Oriented development.
20 % of new housing stock to be affordable/inclusive housing

Socio-Cultural development and quality of life, through the effective integration of all the other
goals, Recreational Facilities and preservation of open spaces, culture and heritage

Citizen Survey Response Analysis

The inputs considered also include the comments that have been posted by citizens.
These priorities have been used to identify the trend in different sectors and all the wards to cover the population of HubballiDharwad. The trend indicators extrapolated for the overall population are shown below:

AREA BASED DEVELOPMENT

Area Based Development


The Area Based Development (ABD) is a combination of both retrofitting (which was the most voted for, by the
citizens and new projects on vacant land (which was thought necessary by the Citizens Advisory Forum and the
elected representatives, to trigger the economic development of the city towards realizing its inherent potential).
The location of the ABD in general was voted for by the citizens, whereas the specific location and configuration
was evolved with respect to the conditions on the ground and in consultation with the elected representatives and
the Committee Members.

The Area Based Development (ABD) proposes a new growth zone of 1353 acres (1218 acres-retrofit, 135 acresnew projects), located between the BRTS corridor and the NH 4 bypass with provision of a feeder loop road to
access the entire ABD area.
In the 135 acres of developed vacant land (distributed in 6 pockets within the area) available with the government,
projects are proposed, to accommodate IT and logistics/e-commerce industries, and affordable housing while the
retrofitting proposes to enhance the liveability of the whole area, particularly the existing residential areas, by
providing a higher level of core infrastructure with smart components and by green and environment-friendly eco-

systems (all of the 17 components mandated by the SC guidelines).

As an approach to Collaborative Urbanism and Connective City it is proposed to develop a People Empowerment Platform(PEP)
which will include the following:

-Grievance redressal through web/mobile/IVRS
-Comprehensive HDMC driven data-framework including GIS maps
-Wi-fi-hotspots and Smart-Kiosks for citizen-services
Social Benefits
-e-learning in all institutions &Skill development programs for job & revenue generation
-Empowerment of all sections(sr-citizens, dis-abled etc.)using smart-Apps /devices
-e-Policing with central-monitoring and response with Women & child security system
-Universal healthcare/telemedicine
-Patient/Physician/Hospital profiling for efficient healthcare delivery
-Heritage/cultural portal/app to encourage tourism
Industry
-Web and Mobile platform to support local business
-ICT based approvals/renewals/payments/compliance
-Online marketplace to promote local industry
