I. BACKGROUND / RATIONALE
Since 1991 the Government of Ethiopia has embarked on an ambitious process to eradicate poverty. The current
poverty reduction strategy (Growth and Transformation Plan (GTP, 2009/10-2014/15) envisions the country
extricating itself from poverty securing the status of a middle-income economy by 2020-23. The focus of the
transformational process has been on reforming governance, public service, decentralization and the economy.
Central to this transformational and reform agenda is the important and catalytic role of the state in driving
development (democratic developmental state). This approach, based on high levels of public investment and
pro-poor initiatives, has led to strong economic growth and delivered notable progress towards the attainment of
many of the targets of the Millennium Development Goals (MDGs). In the last decade Ethiopia experienced strong
and generally broad-based real economic growth averaging around 10.6 percent a year. According to the latest
Human Development Report, Ethiopia is the 3rd fastest mover on human development.
Notwithstanding the achievements, there are challenges. Sustaining the fast growth trajectory and the
development path demands policy continuity and robust responses to emerging global, regional and national
development and political realities. Against this backdrop, the Advanced Leadership Training Programme for
senior leaders is designed to equip senior government officials, policy makers and leaders at federal government
and federated state (regional state) levels with the analytical insight, policy expertise, leadership, management
and partnership skills, and best practices to sustain and accelerate the development transformation in line with
the countrys vision.
It is expected that participants of the programme will constitute a critical pool of expertise who will contribute to
a dynamic policy environment that seeks to take maximum advantage of new knowledge, international best
practices and know-how on successful transformation processes. Ministers, Sate Ministers, Diplomats, Directors of
selected Federal Agencies, Regional Presidents, and Heads of Finance and Economic Development Bureaus at
regions are targeted under this initiative.
Key elements of the programme have been designed after a Need Assessment that has been conducted across
the Public Sector. The need assessment has identified a number of areas for leadership development on sectoral
domains - e.g. Agriculture, Trade, Industry, Finance & Economic Development, and Civil Service- and crosssectoral themes - e.g. Public Private Partnerships, Change Management, etc.-. Based on these needs, a detailed
set of generic training modules has been developed. It is expected that these modules will be delivered by
leading universities, think tanks, and research and training institutes from the South.
The Government of Ethiopia, through UNDP support, is therefore seeking to engage highly qualified and
experienced institutions in providing training modules and related services forming a transformative Advanced
Leadership Training Programme for Senior Officials in Ethiopia.
II. OBJECTIVES OF THE SERVICE / WORK
The immediate objective of the assignment is to contribute to the implementation of the Advanced Leadership
Training Programme by designing, facilitating and delivering training courses to Senior Officials of the
Government of Ethiopia 1. The Advanced Leadership Training Programme will be attended by around 200 Senior
Officials although it is not expected that all participants will follow all training modules of the programme.
Consultations conducted with Senior Officials during the Need Assessment have pointed out that the Advanced
Leadership Training Programme and set of training courses should be demand driven, tailor made, focused, fast
tracked, and less theoretical than experience based. The objective is to bring transformative thinking to Senior
Officials and to further equip participants with the skills, knowledge and know-how to achieve the countrys
vision.
The overall direction of the programme is on Leadership Development across a range of sectoral domains and
cross-institutional areas (kindly refer to Detail Requirements under each LOT). Participants are expecting to learn
how countries from the South and in particular the host countries from the selected institutions have spurred
national development over the past 20 to 30 years for positive outcomes. Good practices and lessons learned will
help participants to assess the relevance to the national context of effective international approaches, to consider
additional options for realizing Ethiopias development goals and the adaptation of successful practices, and to
devise new innovative paths to development results informed by international benchmarks. In other words, it is
expected that the Advanced Leadership Training Programme will not only strengthen the capacities of participants
but will have also a transformative influence on the country Public Sector.
On average, programme participants will be able to attend 15 days of training courses per year, out of which up
to 10 days will delivered abroad and up to 5 days will be in-country courses.
III. SCOPE OF THE SERVICE / WORK
The successful contractor will be expected to deliver the following:
The Advanced Leadership Training Programme is to be delivered for some part in Ethiopia by the selected
foreign institution and for some other parts abroad in the selected institutions. Course modalities and
locations are provided under Detail Requirements under each LOT.
For each training module, the selected institution will consult with UNDP to gauge the detailed
expectations of forthcoming participants related to the objectives of the training module and to refine the
initial Need Assessment. These pre-training consultations will also be used by the contractor to assess the

Based on the findings, the contractor will develop the detailed training curriculum and materials of the
module, based both on the critical needs identified by UNDP and according to the established
international standards in leadership training.
Training modules will be demand driven, tailor made, focused, fast tracked, and less theoretical than
experience based. Modules will particularly explore the context in the home country of the training
provider as well as international good practices, while be cognizant of the situation in Ethiopia. Whenever
relevant, bridges between training areas may be established e.g. agriculture and industrial development,
agriculture and trade, etc. accounting for the situation in Ethiopia.
The training curriculum shall outline successful practices and case studies which are highly relevant and
practical to leadership and management in the Ethiopian public sector.
In addition to the practical approaches and concepts of sectoral transformation and cross-institutional
leadership and management, training modules shall include practical exercises and discussions on
sectoral transformation, synergetic approaches across sectors, leadership strategies and change.
Key reform programmes in the home country of the training provider will be presented to the participants
from a practical as well as systemic perspective. Capacity development principles institutional,
organizational, individual- at sectoral level may be used as one modality to analyse successful
achievements in the home country of the provider. Theories/concepts will not be emphasized.
All the tools and contents of the modules will be developed by the training service provider in
consultation with UNDP prior to each course. The training course will be conducted in English; therefore,
the training materials should also be in English.
The total number of participants to the entire Advanced Leadership Training Programme is around 200.
However, courses must be conceived as electives and will only be attended by Senior Officials for whom
they are relevant. Furthermore, the selection of course participants will rest with each ministry/institution
under coordination of Ministry of Finance and Economic Development (MoFED).
Some courses may entail field visits, which will have to be organized by the selected institution.
Training venue, refreshment, lunch and materials will be provided by the selected institutions.
Participants will arrange travel, accommodation, breakfast and dinner.
Courses will not lead to any in-class evaluation or to the delivery of a certificate. The contractor and
UNDP will design a brief feedback form for participants to assess the course at completion point. The
training service provider will develop a succinct final report after each training course (maximum of 5-8
pages to briefly describe the training, main points of interest / concern / discussions by participants,
expected impact, any lessons learned, possible next steps / new courses, and overall assessment by
participants).
Training module should form the programme detailing relevant content and delivery methods among

VII. INSTITUTIONAL ARRANGEMENT / REPORTING RELATIONSHIPS
The contractor will work under the guidance of UNDPs counterpart at the Ministry of Finance and Economic
Development (MoFED) of Ethiopia and in close cooperation with the Capacity Development/Technical Officer,
UNDP/MoFED for substantive aspects of the assignment, and under the direct supervision of UNDP Project
Manager-for administrative aspects. The contractor will report to MoFED appointed representative and UNDP
Project Manager. Organizational and technical backstopping will be provided by UNDP Ethiopia.

The prospective Service Provider is expected to meet the following minimum requirements:
Legally registered entity;
Service providers must have at least 7 to 10 years of institutional experience in delivering trainings in
leadership and management;
Proven substantial experience in demand driven and tailor made curriculum development, trainings,
facilitation and participative approaches, particularly in designing and providing training courses to
government officials;
It must have considerable experience in offering hands-on executive courses to senior officials
preferably in developing countries
Capable to assign and dispatch multi-disciplinary team/s with
strong analytical aptitude,
communication, , experience, reliable knowledge of the level of development of the sectors indicated in
LOT 1-8 and with high caliber to deliver executive courses.
Experience working with developing countries and the UN or other international organizations
beneficial.
It shall demonstrate its capabilities, understanding of the TOR, and methodology of audit approach

Must have at least a relevant master degree in one or more of the fields of studies relevant to key
areas indicated in LOT 1-8 and expertise and experiences in conducting leadership and management
training;
Considerable years of work experience in one or more of the fields of studies relevant to key areas
indicated in LOT 1-8;
Proven skills/experience in managing multi-disciplinary course facilitation, organizing, leading and
delivering high level practical executive courses;
Excellent research and advocacy skills;
Experience in organizing high level practical executive courses in developing countries especially in
Africa;
Must be highly qualified and experienced in designing courses, developing modules and training in
executive courses and have presentation expertise;
Shall have proven good knowledge of current key government reform programmes and their
progress in the sectoral or cross-institutional areas of the selected courses;
Shall demonstrate substantial knowledge about international or regional good practices on
enhancing leadership skills;
Must have proven excellent in inter-personal, communication and facilitation skills and show intercultural sensitivity;
Capability to deploy good communication expertise in English language;
Good understanding of the international development context and public sector;
Ability to provide general leadership and direction to the project, rapid assessment and report
writing
9.3 Trainer/s
Must have at least a post-graduate degree in one or more of the fields of studies relevant to key
areas indicated in LOT 1-8 and expertise and experiences in conducting leadership and management
training;
A minimum of ten years of proven experience in conducting research based leadership and
management training courses to senior leaders in sub-Saharan Africa in one or more of the fields of
studies relevant to key areas indicated in LOT 1-8;
Excellent capacity to offer and share policy-focused and research based experiences related to key
areas indicated in LOT 1-8;
Proven research and advocacy skills:
Must be highly qualified and experienced in designing courses, developing modules and training in
executive courses;
Shall have proven good knowledge of current key government reform programmes and their
progress in the sectoral or cross-institutional areas of the selected courses;
Shall demonstrate substantial knowledge about international or regional good practices on
