Section 8. The unit rule is prohibited in the Michigan High School Democrats.
Section 9. No rule shall be adopted at any level of the Michigan High School Democrats
which would require a person to cast a vote or be recorded a voting contrary to that persons
judgment.
Section 10. On all questions of procedure not resolved by the Rules of the Michigan
Democratic Party or these Bylaws, the latest edition of Roberts Rules of Order shall be used.
Section 11. Votes shall not be taken by secret ballot at any meeting of the Michigan High
School Democrats at any level.
ARTICLE IV. OFFICERS AND EXECUTIVE COMMITTEE
Section 1. The Officers shall be a Chairperson, Vice-Chairperson of the opposite sex of
the Chairperson, a Secretary, a Treasurer and a Communications Director. They shall have one
(1) year terms and be elected by all members of the Michigan High School Democrats. All
members shall be entitled to a single transferable vote, whereby each individual shall rank each
candidate for each position in order of preference. The preferred candidate for each voter shall be
counted, and, given no candidate has an absolute majority of votes, the candidate receiving the
least amount of votes shall be eliminated, and votes cast for this candidate shall go to the
candidate voters listed as their second-preferred candidate. This process shall continue until
there is one candidate with an absolute majority for each position. Candidates for vicechairperson who are the same sex of the chairperson-elect shall be immediately removed from
the ballot, and counting shall start with all candidates of the opposite sex. All votes can be
submitted either digitally or at the annual gathering of members. Vacancies among the Officers
shall be filled by applicants selected by the elected officers.
Section 2. The Executive Committee shall consist of the Officers and two (2) elected
members. The elected members shall serve one (1) year and shall be the two candidates who
ran for an officer position and came closest to receiving an absolute majority without doing so.
Among the candidates for vice-chairperson who are the same sex as the chairperson-elect, the
candidate receiving an absolute majority using the single transferable vote system shall be a
member of the executive committee. Vacancies among the elected members of the Executive
Committee shall be filled by applicants selected by the elected officers.
Section 3. The Chairperson shall preside at all meetings and have such other duties as
are usual to the office of Chairperson, or that may be required by this organization.
Section 4. The Vice-Chairperson shall be a member of the opposite sex from the
Chairperson. The Vice-Chairperson shall assist the Chairperson in the discharge of his/her
duties, and shall temporarily assume the duties and responsibilities of the Chairperson in his/her
absence.
Section 5. The Secretary of this organization shall keep an accurate record and minutes
of the proceedings of all meetings. He/She shall keep and preserve all the books, documents,
correspondence, records, minutes, effects, and any other property of this organization, and when
a new secretary is elected the past secretary shall forthwith deliver to the newly elected secretary
all the aforesaid items kept and preserved during his/her tenure of office. He/She shall see that
proper notification is given of Caucus meetings. The Secretary shall provide copies of meeting
minutes to any member of the Michigan High School Democrats upon request.
Section 6.
The Treasurer shall be responsible for the financial receipts and
disbursements of this organization subject to the approval of the Executive Committee. The
funds of this organization shall be deposited in banks and shall be drawn upon only by checks
approved by any two of the following officers: Chairperson, Vice-Chairperson, Secretary, and
Treasurer. The Treasurer shall make financial reports to the Executive Committee and the
Caucus. When a new Treasurer is elected, the past Treasurer shall forthwith deliver to the new
Treasurer the funds and all the books and records kept during his/her tenure in office. All financial
records shall be shared among the Executive Committee and shall be available upon request to
any member of the Michigan High School Democrats or the Executive Committee of the High
School Democrats of America.
Section 7. The Communications Director shall be responsible for maintaining healthy
communications within the Michigan High School Democrats and shall assist the Chairperson in
all communications outside of the Michigan High School Democrats. The Communications
Director shall routinely make posts on social media that contain the values of the Michigan High
School Democrats, and shall take the necessary measures to ensure that no communications
issued by the Michigan High School Democrats are misleading, confusing, or could negatively
reflect upon the Michigan High School Democrats, the Michigan Democratic Party, the High
School Democrats of America, or the Democratic Party as a whole.
Section 8. The two members to represent Michigan on the High School Democrats of
Americas National Committee shall be the chairperson and another member of the executive
committee of the chairpersons choosing. This person may be rejected by a 2/3 vote of the rest of
the executive committee
ARTICLE V. MEETINGS
Section 1. The regular meetings of the Michigan High School Democrats Executive
Committee shall be on the date and at the location and time set forth in the meeting notice. At
least five (5) days notice shall be given of the date, time and place of the meeting. All Executive
Committee meetings shall be held either virtually or using telecommunications. However,
Executive Committee members shall meet in person whenever possible. Notice may be given by
mail, telegram, fax, email, or social media messages. A quorum shall consist of a majority of the
Executive Committee.
Section 2. At least once per calendar year there shall be a full membership meeting of
the Michigan High School Democrats where the Officers and Executive Committee shall report on
Caucus activities. At last one (1) months notice shall be given of the date, place and time of the
meeting. Notice may be given by mail, telegram, fax, email, or social media postings.
Section 3. Special meetings of the Executive Committee or full membership may be
called by a unanimous vote of the Executive Committee. At least five (5) days notice shall be
given of the date, place, time and purpose of the special meeting. Notice may be given by mail,
telegram, fax, email, or social media postings.
Section 4. The full Caucus shall meet in conjunction with County/District/State
Conventions at the date, time and place established by the Executive Committee.
Section 5. Subject to the Rules of the Michigan Democratic Party and these Bylaws, all
meetings shall be conducted according to Roberts Rules of Order (latest edition).
ARTICLE VI. COMMITTEES
Section 1. The Chairperson, subject to the approval of the majority of the Executive
Committee, shall create committees and appoint committee chairpersons necessary for the work
of the organization. These committees shall include the appropriate subcommittees. The
Chairperson of the Caucus shall be an ex-officio member of all standing committees.
