CCT Family Development Sessions:
A DSWD Knowledge Product


According to 2006 Annual Poverty Statistics of the National Statistical Coordination
Board, 27.9 Million Filipinos or one-third (l/3) of the entire population are poor. To address
this problem the Department of Social Welfare and Development (DSWD) in collaboration
with other government agencies implemented a Conditional Cash Transfer (CCT) Program
known as Pantawid Pamilyang Pilipino Program (4Ps) inspired by the successes of similar
programs in Latin American countries such as Bolsa Familia in Brazil, Familias en Accion
in Colombia and OPORTUNIDADES in Mexico.

The CCT also known as the Pantawid Pamilya Pilipino Program is a human development
program of the national government that invests in human capital. It is more than a welfare
program; it addresses structural inequities in society and promotes human capital
development of the poor, thus, breaking the intergenerational cycle of poverty.

The conditions attached to the grants require parents to undergo trainings on responsible
parenthood through their attendance to Family Development Sessions (FDS), have their
children undergo health check-ups and ensure school attendance. The program ensures th
there is sufficient resource for the health, nutrition and education of children aged 0-14 year

The CCT in the Philippines is the only program for the poor families which used the FDS
component in the conditions of the program. And unlike in other countries, the conduct of
FDS proved to be vital and integral in the empowerment of poor families since it teaches
the parents to be social responsible citizens. The FDS does not only empower parents with
better parenting skills but also equip them with life skills that will help them sustain the
gains of the program (Tobin, V., 2011).

However, due to the massive number of areas with simultaneous FDS sessions there was
no proper documentation of FDS sessions conducted in the LGUs that will serve as proof
in the effectiveness of the sessions.

The aim of this ReP is to capture and document the successful implementation of the Family
Development Sessions in the Pantawid Pamilya Pilot Areas and to capture the Good
Practices of the LGUs in mobilizing the parent leaders to ensure community empowerment
and to sustain the partnership of the different agencies involved in the implementation of
the program.

This ReP will not only benefit the DSWD as the lead agency in social protection but this
will also serve as benchmark for the Local Government Units in attaining convergence in
the implementation of social welfare programs for the poor in their respective communities.

In accordance to the thrust of the Department along Knowledge Management, the
documented good practices will serve as basis for policy formulation as well as program
review on the impact of the program to the beneficiaries. It will also showcase the
innovative practices of the different communities in engaging the participation of the
citizens in combatting poverty towards community development.

The DSWD though its lead offices on Knowledge Management (Capacity Building Bureau
CO, Capacity Building Unit FO, Regional Project Management Office Pantawid
Pamilya Pilipino Program) will work together with the local government units to ensure
the implementation of this Re Entry Project.

The fulfillment of this Re Entry Project will provide gains to the agency in terms of
attaining the vision for the DSWD to be a Learning Agency serving as a hub to other
countries on good practices of social protection programs; and for DSWD to be the worlds
standards for the coordinated delivery of social services and social protection for poverty
reduction by 2030.
