Ofc. was dispatched to the lobby of the LEC ref. theft of a credit card. Ofc. spoke to Donald Mossbarger who advised he had gone to Wal Mart to pay on his credit card bill on the 1st of Feb. Mr.Mossbarger stated he gave the card to the Wal Mart employee and paid on it. Mr.Mossbarger advised he could not say for certain that the card was given back to him or if the employee placed it on the counter. Mr.Mossbarger advised later he looked for the card and was unable to locate it. Ofc was dispatched to 603 Central Center (Community Action) in reference to Dwayne E Smith there with some type of problem the workers are unable to understand. Ofc contacted Mr Smith and the only thing he would tell Ofc was that he "wanted his original check". Mr Smith left the area on foot. Ofc contacted Deborah L Shock (Case Worker) who stated Mr Smith was one of her clients. Ms Shock stated she did not understand what he was referring to, as all the Social Security checks that they distribute are direct deposited. Ms Shock was worried that Mr Smith might "be on something". Ofc informed her that this was not the case, Ofc had close contact with Mr Smith at the front of the business and nothing was detected. Ms Shock also stated she felt that Mr Smith just did not want to wait in line like everyone else. Ofc instructed Ms Shock to contact police if Mr Smith returned and caused any problems.

Officer was dispatched to 702 Lincoln Park in reference to possible Child Abuse. Officer made contact with Stella Carroll who advised her husband, Jason Carroll, pushed her 4 year old son, Jason Carroll Jr, onto the couch causing redness to his left arm/shoulder area and on his lower back. Officer observed Jason Jr. had a red mark a few inches in length and width on his left arm/shoulder area and redness on his lower back. Stella advised the redness was not there when she left for work this morning and when she got home around 4:30pm she observed the injuries. Stella advised Jason Jr. advised his dad shoved him and that they were not playing around. While Officer was talking to Stella, Jason Jr. advised his dad pushed him. Stella also advised Jason made comments about locking the kids in their room by nailing the door shut while she is at work. Stella advised Jason advised recently he said he was going to be arrested for Child Abuse if the kids are not good while she is at work. Stella advised she thinks Jason is back on drugs and taking pills and smoking weed. Officer photographed Jason Jr''s red spots and did not observe any injuries to the other 2 year old child, Scott Carroll. Officer made contact with Children Services Rep, Lori Myers, via telephone and advised her what Officer observed and was told. Lori advised to have the mother take the children some place safe for the night away from the father and that her Office would investigate the matter in the morning. Officer will place a copy of this report, written statement, and photo of the juvenile in the Children Services basket. Officer made contact again with Stella who advised she is going to her aunts, Elaine Kennedy, house at 919 Adams Ave for the night until Children Services contacts her tomorrow. Elaine advised she has to work tomorrow at Tri-Mold in Circleville, OH ph# 740-474-7541 or 740-420-5610. Officer later was contacted by Elaine who advised Jason came to her house at 919 Adams Ave and would not leave the front porch. Officer made contact with Jason and advised him of what Child Services advised this Officer to do and for him to contact Children Services in the morning. Officer advised Jason that he is barred from 919 Adams Ave at Elaine''s request and he advised he understood. Nothing further.

Officer was dispatched to 191 Old Eastern Avenue in reference to an unruly juvenile. Upon arrival Officer spoke with Lori Cherry who stated her 16 year old daughter, Shaianna, was being unruly and that they got into an argument because Shaianna cut computer cords to her boyfriends computer last night and lied about it. Lori also stated Shaianna put her hand in her face and pressed her nose. Officer saw in marks or injury. Officer attempted to speak with Shaianna about her issues however she would only say that she could not get along with her mother or Kyle the boyfriend. She would not talk about her problems and began to cry. Lori advised she was going to attempt to see if Shaianna could stay with a relative for the night and attempt to talk about some of the issues tomorrow. Lori advised she is familiar with filing with the Juvenile court.

Ofc. was dispatched to the Watt St. Carry Out on the corner of E. Main and Watt St., reference to caller (Rusty Stumbo) stating that his wife was in a house using heroin. Ofc. contacted Rusty Stumbo who stated that he had been looking for his wife all day and was informed that she was at 631 E. Main St. using heroin. Mr. Stumbo stated that he knocked on the door and saw his wife using heroin. Mr. Stumbo stated that the other subjects inside of the house pulled a gun on him due to trying to get his wife out of the house. Mr. Stumbo stated that the subjects told him to leave. Mr. Stumbo stated that he left the premises and called the police. Ofc. contacted Rusty Chumley and Paula Massie at 631 E. Main St. Mr. Chumley and Ms. Massie stated that a male subject, who they had never seen before, knocked on his door looking for his wife. Mr. Chumley and Ms. Massie stated that neither of them pulled a gun on the male subject. Mr. Chumley stated that he allowed the male subject to look around the house for his wife. Mr. Chumley stated that when the male subject did not find his wife, he left. Ofc. searched the house for Mr. Stumbo''s wife, however, there was no one else in the home. Mr. Chumley stated that he wanted the male subject barred from his home. Dispatch ran Mr. Chumley through LEADS which showed that he had an active warrant. Ofc. transported Mr. Chumley to RCJ and served him with his copy of Chillicothe Municipal Court Bench Warrant (CRB 1303352) for Drug Instruments. Mr. Chumley was left in the custody of the jail staff awaiting his court hearing on 2/5/14. Mr. Stumbo was advised that he was barred from 631 E. Main St.

Officer was dispatched to Walmart in reference to an employee theft. Officer made contact with Loss Prevention Manager, Kenneth Hay, who advised Karla Sicilia stole around $700.00 over a period of 4 months. Kenneth advised the investigation started due to they were coming up short on their cash registers often. Kenneth advised he could prove at least one occasion where Karla took out $100 in ones and put back only $50 of it. Kenneth advised he took Karla to the Office and had Assistant Manager, Chassidy Hunt, witness him confront her in reference to money missing. Kenneth advised Karla at first denied the thefts but then admitted to stealing around $700.00 over a period of four months. Kenneth provided Officer with Chassidy''s notes and a copy of Karla''s voluntary statement. Officer made contact with Karla and advised her of her Miranda Rights which she advised she understood. Karla admitted to stealing the money by just taking small amounts from the cash draw''s over a four month period. Karla advised she took around $700.00 from Walmart and also discounted her own purchases by doing improper price matches. Karla could not advise specific dates but only could advise since her significant other died in June of last year she has been struggling with depression and some alcoholism. Karla advised she took the money to pay rent and bills and that she needs help via counseling. Karla then became upset and advised she would not answer any more questions with out an attorney. Officer issued Karla a Summons #5524 charging her with Theft (ORC 2913.02) and advised her of her Municipal Court date on 2/14/14 at 9:00am.

Sheila Thompson advised a white female and male attempted to steal an unknown item and left the business in a dark colored vehicle. She advised the license plate number FRS1766 which came back to a Johna Toney of 330 Clay Street on a black 96 Nissan. Ms. Thompson could not advised what item they attempted to take and only knew the door alarm went off and could not provide further description of the suspects. Officer called the phone numbers listed for Johna Toney and the phone numbers are no longer valid. Due to the weather Officer was unable to attempt contact in person. Officer will follow up at a later time.

Ofc was dispatched to 95 E Main St in reference to a subject that ran from Municipal Court after being told she had an active warrant and was under arrest. Ofc contacted Brian Nelson (Probation Officer) who stated he told Karly A Scott she was under arrest for an active warrant and to sit on the bench. Mr Nelson stated Ms Scott said "no, you can''t take me to jail" and ran from the building. Ofc observed the court house security and noted Ms Scott exited the south entrance, ran e/b across Mulberry St and was not seen again. Mr Nelson stated he verbally told her she was under arrest, but did not place hands or handcuffs on her. Ofc will be requesting a warrant charging Obstructing Official Business.
