From the Special Commissioner of Town and Country Planning letter Roc No. 32441/96/UP2 Dt. 28.6.2001 and 31.8.2001 and 18.8.2001 === ORDER: In the Government orders first and second read above the Government have declared 38 places as heritage towns in respect of which consultancy reports have been prepared for 33 places and 5 are under preparation. While the consultants have made a number of recommendations, it is necessary that the surrounding of heritage sites have to be preserved and their environment protected by avoiding pollution of every kind. In order to accomplish this objective, it is felt that suitable sites for parking vehicles have to be identified in the vicinity of the heritage sites, say within about one kilometre so that also the visitors/pilgrims park their vehicles in such vacant sites and walk to the heritage site. Pay and use toilets and restaurant facilities could be provided at the parking lot itself for the benefit of the visitors. In places like Gangaikonda Cholapuram, facilities have to be provided away from the heritage site to enable visitors to stay overnight. Funding for this purpose would be provided from the Town and Country Planning Development Fund to the concerned local bodies as a grant to enable them to acquire the required vacant site and provide the basic facilities. While the municipalities and town panchayats will be in a position to execute the projects in their respective areas, in places like Gangaikonda Cholapuram which is only a village panchayat, the Tamil Nadu Tourism Development Corporation may have to undertake the work. 2. During a review meeting it was decided that the following heritage sites could be taken up in the first phase.

it is necessary that the concerned municipalities and town panchayats in respect of the above places have to prepare detailed proposals by identifying suitable vacant sites in the vicinity of the respective heritage site, market value of the site and estimates for provision of basic amenities at the proposed parking lots and send proposals to the Directorate of Town and Country Planning who will place it before the Town and Country Planning Board for its approval, so as to utilise the funds available in the Town and Country Planning Development fund for the preservation of Heritage Towns referred to above. 3. In his letter third read above its Special Commissioner of Town and Country Planning has stated that he would be addressing the concerned District Collectors to take necessary action as decided in the meeting and that in order to implement the scheme, specific government orders for the following are felt necessary: 1) Selection of the eleven heritage sites as decided in the Hon'ble Chief Minister's review on 28.06.2001. 2) Government orders permitting the use of Town and Country Planning Development Fund for implementing the scheme. 3) Treating the assistance to the local bodies / TTDC for the scheme as grant as decided in the Hon'ble Chief Minister's review on 28.06.2001. 4) Acquisition of the required extent of land by private negotiation through revenue authorities of the district as per prescribed procedure as decided in the Development Commissioner's meeting. Specific approval from Revenue Department would be necessary for permitting the concerned District Collectors to acquire the necessary extent of land by private negotiation indicating the procedure to be followed. 4. The approximate expenditure for implementation of the scheme in each town will be Rs. 50 lakhs (Rupees fifty lakhs only) 5. The Government after careful consideration accept the request of the Special Commissioner of Town and Country Planning detailed in para 3 and 4 above with a

condition that the expenditure incurred in implementation of the schemes in the Heritage sites, will have to be cleared by the District Collector concerned and the Special Commissioner of Town and Country Planning.

6. This order issues with the U.O.No.1694/FS/P/2002, dated 18.05.2002.
