Maharashtra Government Tenders Information System
How to login?

The administration URL is –

http://mahatenders.gov.in

This web application has two levels of authentication for security reasons. In the
first level authentication (User Login), you will be prompted with a dialogue box where
you have to type the user name and password provided to you. In the second level
authentication (Secure Login), you will be prompted to login using your Digital Signature
Certificate (DSC).

User-id and password are case sensitive, & so please be careful while typing the user-id
and password.

TENDER MANAGEMENT
After successful log on, you will be taken to the subsequent form where you can see a
welcome message and menu options on the left side. You have options to Manage Tenders,
Manage Corrigendum, Edit profile, Change Password, Log out etc.
Select the ‘Tender List’ option on the left side. The list of tenders published /
unpublished will be displayed. If you have not published the tender, select the
tender from the list and publish the tender using the option ‘Publish Tender’ option
on the left side. If you want to create a new tender, click on the ‘Create New Call for
Tender’ option.

New tenders for your department can be added through this option. Also it allows you
to add the details of work contract (single / multiple) for a tender. You can upload
tender document, technical document, & add more work items for the same tender.
Unless the tender is published with the ‘Publish tender’ option at the left side, your
tender won’t be visible in the website.

The following form appears when you click on the ‘Create New Call for Tender’
option. The basic details of the tender should be entered here.

The following is a brief description of the basic details to be entered while adding a
tender.

BASIC DETAILS :

Tender Ref Number The Tender reference Number


Tender Type The specific type of tender to be selected
Form of contract The specific form of contract to be selected
No. of Covers The number of covers to be entered
Payment Mode If Payment is online, select the bank.
If Payment is offline, select the instrument

Click on ‘Next’. The following form appears where you have to enter the cover details.
COVER DETAILS :

Depending on the no. of covers, the cover details have to be entered. If it is two cover
system, two covers will be displayed. Click on the ‘Contents’ option of the first
cover. The following form will appear.

Select the appropriate Document Type. Enter the Document Description and click
on ‘Save’. Click on Submit. Repeat the same process for the second cover also.
Then click on ‘Next’. The following form appears.
Click on the ‘Upload’ option to upload the Notice Inviting Tender (NIT) Document.
Only documents of types pdf and jpg can be uploaded. The following form appears.

Click on ‘Browse’ option to upload the document. Enter the description of the
document and click on ‘Save’. The following form appears.
The document can be verified using the ‘Verify’ option. The following form appears.

Click on the document. When the document is open, check if the document is
correct and click on the ‘Save’ option. The following form appears.
Click on the ‘Add New’ option to add work items (single / multiple). The following
form appears.

The following is a brief description of the details to be entered.


WORK ITEM DETAILS :

Work Item Title Title of the Work Item


Work Description Brief description of the work, for which tender is
floated.
Pre Qual Details Pre Qualification (if required)
Product Category The category of the product for which the tender is
floated
Product Sub Category Sub Category of the product.
Contract Type The specific type of contract to be selected.
Tender Value Estimated Cost of the tender
Validity Days The specific validity days to be selected.
Completion Period in days The completion period in days to be specified
EMD Fee Payable To EMD Fee Payable to whom
EMD Fee Payable At EMD Fee Payable at to be specified
Location The location to be entered
Pincode The Pincode of the location to be entered
PreBid Meeting If PreBid Meeting is Yes, PreBid Meeting Place and
Address to be entered.
Bid Opening Place The place where the bid will be opened to be
specified.
Tenderer Class The Class of the Tenderer
Inviting Officer Name of the Officer who is floating the tender
Inviting Officer Address Address of the Officer who is floating the tender

Click on ‘Next’ after entering the above details. The following form appears where
the fee details should be entered.
FEE DETAILS :

EMD Amount Enter the EMD Amount if EMD Fee is


Fixed
EMD % Enter the EMD% if EMD Fee is Percentage
based on tender value
EMD Exemption Allowed Choose Full / Partial / None
EMD Exemption Percentage % If EMD Exemption Allowed is Partial,
enter the EMD Exemption Percentage

Click on ‘Next’. The following form appears where the Critical dates should be entered.
CRITICAL DATES :

Publishing Date Date of publishing of tender


Document Sale Start Date The date from which the document may be
collected
Document Sale End Date The date by which the document may be collected
Seek Clarification Start Date The date from which the bidders can seek
clarification
Seek Clarification End Date The date by which the bidders can seek
clarification
Bid Submission Start Date The date from which bid can be submitted
Bid Submission End Date The date by which bid can be submitted
Bid Opening Date Date on which the tender / bids shall be opened

Click on ‘Next’ after entering the critical dates. The Following form appears. Now
select the bid openers from the Bid openers list. A minimum of three bid openers
should be selected.
BID OPENERS SELECTION :

Click on ‘Submit’.

Now your tender is ready for publishing. You can edit / update your tender before
publishing it. Now click on the ‘Publish Tender’ option in the menu on the left side to
publish your tender. A list of tenders to be published will be displayed. Select the
appropriate tender by clicking on the view option.

Click on the ‘Publish Tender’ option. Your tender has been published. To check if your
tender is published, you can click on the ‘Published Tender’ option in the menu on the
left side of the form. Your tender which is published will be displayed. You can also
check in the main page of the website, http://mahatenders.gov.in about the availability
of the tender published.
