DEPARTMENT OF EMERGENCY,
PREHOSPITAL AND
DISASTER MEDICINE
The Ospital ng Makati Department of Emergency, Prehospital and Disaster Medicine
was created in 1994 to provide comprehensive efficient, high quality patient care.
Located in Pembo, Taguig (formerly Makati), the department helped expand the
hospitalization coverage mostly for the poor residents of Makati, serving both
Districts 1 and 2. Its staff provides direct patient care both in the prehospital and
hospital settings and the four-year residency program of Emergency Medicine is
integrally related to patient care safety. In June 2023, the department has launched
its first fellowship training on Emergency Medical Services.

A pleasant afternoon to all of our esteemed speakers, moderators, and our viewers from the zoom.
We are all thrilled to have you join us today for an engaging and informative session. And, it is indeed an
opportunity for me to welcome each and every one as we open this postgraduate course entitled: "Zero Hour:
Targeted Actions and Critical Decisions." In this course deeply prepared for by the Ospital ng Makati Department of
Emergency, Prehospital, and Disaster Medicine, we will explore the crucial moments when swift and informed
decision-making can alter the trajectory of events. Through in-depth analysis, we will all learn to navigate high-
pressure scenarios, analyze real-world case studies, make strategic choices, and implement targeted actions with
confidence and precision.
This postgraduate course is designed to provide you with valuable insights and practical knowledge from our expert
speakers, who are leaders in their respective fields particularly in disaster management, preparedness and
response, remote medicine, triaging, emergency medical services, hospital response in emergency situations,
utilization of adjuncts in emergency situations, and resuscitation in pregnancy.

Greetings everyone. I am Dr. Jeremy A Cordero, the Philippine College of Emergency Medicine president,
welcoming you to the 8th post graduate course of Ospital ng Makati Department of Emergency, Prehospital and
Disaster Medicine: “Zero Hour: Targeted Actions, Critical Decisions.”
Let me start by recognizing all of the accomplishments of this department so far, like achieving a five-year
accreditation from the Philippine Board of Emergency Medicine and becoming one of the most respected training
institutions in Emergency Medicine in the country. Of course, there's also been challenges along the way, such as
the transfer of some of our barangays to another LGU.
But amidst all of that, let us remind ourselves of our roots, our purpose in being, our shared commitment, and that is
delivering world-class healthcare to all Filipinos. Remember that Ospital ng Makati is one of those rare examples in
our country of socialized medicine where the taxes of one of the richest LGUs are used to fund high quality health
care for both indigent and middle-class patients. Remember that our EMS system gives timely interventions to life-
threatening situations in the pre-hospital setting, especially in times of mass casualty incidents and disasters.
Remember that we mold young doctors to become not just capable clinicians but also healthcare advocates that
want to create a better system for
all of our constituents. And it is in that dream that we place all of our efforts.
One day there will be a time where all Filipinos can call an emergency number and the capable EMS team will
come just like in Makati. There will come a time when all Filipinos can expect free high quality health care just like in
Makati. There will also come a time when health care will be seen as a collaborative community effort where
multidisciplinary teams can come together and achieve better outcomes for all Filipinos.
And maybe that time will come in the near future, maybe longer than that. But what's important is that we do not
stop hoping, that we do not stop working for that reality to come.
The time is now. As said in the postgraduate course, targeted actions, critical decisions. Let me congratulate the
postgraduate course chair, Dr. Gerome Cuaresma, the department chair, Dr. Eric Macalintal, and the Emergency

Roderick T. Vito, MD, FPCEM


Deputy Director – Emergency Room Complex, Ospital ng Makati

He is an Emergency Medicine specialist and educator who is currently the Deputy


Director of the Emergency Room Complex in Ospital ng Makati and has been an
emergency consultant and educator for almost 23 years. With a wealth of
background in emergency medicine, he is recognized for his leadership and
innovation in developing and advocating for the use of advanced resuscitation
techniques and technologies that have become standard practice in many
emergency response systems. Today, he will share his expertise on Out-of-
Hospital Cardiac Arrest providing us with valuable insights and evidence-based
practices that are crucial for improving outcomes in out-of-hospital cardiac arrest
situations.

Case 002:
Ultrasonography in Resuscitation

Ma. Diana H. Peralta, MD, FPCEM, MMHoA


Medical Director, P&D Peralta Medical Clinic

She brings a wealth of experience and expertise to this crucial aspect of medical
practice. She is an Emergency Medicine specialist, educator, and researcher with
particular expertise in Point of Care Ultrasound and Ultrasonography in
Resuscitation and Emergencies. She is currently the Co-Founder and Vice
President for External Affairs of the Philippine Society of Ultrasonography in
Resuscitation and Emergencies (PSURE). She is also the Medical Director of P &
D Peralta Medical Clinic. She underwent training in ultrasound in emergency
medicine at the Australian Institute of Ultrasound and became a facilitator of
multiple WINFOCUS Ultrasound workshops in our country. Her expertise in this
area promises to provide us with valuable perspectives and actionable takeaways
in today’s discussion. Today, she will share her insights on the use of
ultrasonography in resuscitation, providing us with valuable perspectives and
evidence-based practices that highlight the transformative potential of
ultrasonography in resuscitation scenarios.

Case 003: Hemorrhage Control

Sandi V. Vinluan-Calica, RN, EMT


Local DRRM Officer II, SRR Focal Person, Operations Research and
Development

She is a Registered Nurse with more than 11 years of experience in pre-


hospital care management. With competence in responding to emergency
calls, assess patient’s condition, give appropriate treatment or
management and assist patient safely during transportation. Have an
ability to manage demanding situations involving minor injuries, illness
and casualties emerging from accidents or other incidents. Equipped with
nursing skills and with strong medical background and education as well
as using a holistic approach to deliver a quality of care. Skilled to perform
administrative and office support activities. Proficient to perform advanced
computer skills and the ability to train others. Today, she will share her
expertise on hemorrhage control providing us with invaluable insights and
evidence-based practices that are essential for healthcare providers and
first responders tasked with managing hemorrhage in the field.

Mary Anne Jeniel R. Ricaforte, MD, FPCEM
Emergency Medicine Consultant, Ospital ng Makati

She is an Emergency Medicine specialist who is currently an active consultant at


the Department of Emergency Medicine at Ospital ng Makati and at Fatima
University Medical Center- Antipolo. She graduated residency at Ospital ng Makati
where she also served as a chief resident. Our speaker is a member of the
Therapeutics Committee and of Women and Child Protection Unit of Ospital ng
Makati.

Panel Speaker 2: Pediatrician Perspective


Christopher J. Grageda, MD, FPPS, FPSNbM
Head, Neonatal Intensive Care Unit, Ospital ng Makati

He had his pediatric residency at Ospital ng Maynila Medical Center and


Fellowship training in Neonatology at University of Santo Tomas Hospital. He is a
Fellow of both the Philippine Pediatric Society and Philippine Society of Newborn
Medicine. He had post-fellowship training in Neonatology at Hutzel & Women’s
Hospital and the Children’s Hospital, Detroit, Michigan, U.S.A. Currently, he is the
Chair of the Newborn Resuscitation Program in the Philippine Setting (NRPh+) of
the Philippine Society of Newborn Medicine (PSNbM) and a member of the Board
of Directors of SPCMC where he also serves as a medical director, Metro Pasay
Hospital & Medical Center, and Mendez Specialists Medical Center. He is the
NICU head of Ospital ng Makati and of other private hospitals

Panel Speaker 3: Obstetrician Perspective


Ina S. Irabon, MD, FPOGS, FPSRM, FPSGE
Head, Minimally Invasive Gynecological Surgery, Ospital ng Makati

She is a Reproductive Endocrinology and Infertility specialist educator, and


researcher. She is an active consultant in the Department of Obstetric and
Gynecology at Ospital ng Makati where she also spearheads the research
committee, and at Asian Hospital where she currently serves as the Vice chair of
the section of Reproductive Endocrinology and Infertility. Our speaker is a
professor at Jonelta Foundation School of Medicine and an associate editor at the
Philippine Journal for Reproductive Endocrinology and Infertility. She was a
member of the board of director of the Philippine Society For Reproductive
Medicine in 2019 to 2021.

With a remarkable blend of expertise and passion, our speaker has consistently
demonstrated an unwavering commitment to his field. He is a graduate of Doctor of
Medicine from the University of the East Ramon Magsaysay Memorial Medical
Center and completed his residency training in emergency Medicine at Ospital ng
Makati. A Fellow of the Philippine College of Emergency Medicine. Emergency
Medicine Specialist affiliated with Ospital ng Makati, World Citi Med, and Manila
Med among others. Today, he will be sharing insights on Triaging. His expertise in
this area promises to provide us with valuable perspectives and actionable
takeaways.

Activation of hospital disaster plan

Dave G. Dato, MD, FPCEM


Board of Director Chair, Disaster Management and EMS

He is a distinguished expert whose career has been dedicated to enhancing


hospital preparedness and resilience in the face of various challenges. With a
profound depth of knowledge and a passion for sharing insights, our speaker
stands as a beacon of inspiration in his field. He is the Chairman of Disaster
Management and EMS and a board of director of the Philippine College of
Emergency Medicine. He is also the current chairman of Emergency Medicine in
Medical Center Taguig and a graduate of Emergency Medicine in Ospital ng
Makati. He is here today to enlighten us with his vast experience as a leader
director of multiple hospitals and the manager of Disaster Risk Reduction in Rizal
Medical Center. His efforts have not only strengthened healthcare systems but also
ensured that hospitals are well-equipped to handle emergencies and crises
effectively. It is our privilege to present to you Dr. Dave G. Dato as our speaker
here to shed some light on what it takes to be a leader and director as it pertains to

Emergency Medicine Specialist

He brings a wealth of experience and expertise in ensuring effective


response and resilience in situations where resources are scarce
and conditions are demanding. He is an Emergency Medicine
Specialist at Las Piñas General Hospital and Satellite Trauma
Center and also works as an emergency room attending in
Evangelista Medical Specialty Hospital and Westlake Medical
Center in San Pedro City, Laguna. He is currently enrolled in a
European Master’s Degree in Disaster Medicine at Universita
Piemonte Orientale in Novara, Italy. He is an active volunteer
physician in Remote Area Medical – Philippines and finished
training in Wilderness Search and Rescue Philippines with exposure
in wilderness rescue operation, technical rescue, and water rescue
and is also an active member in the Philippine Toxinology Society.
Today, he will be sharing his invaluable insights on handling
emergencies in the austere environment, providing us with practical
strategies and lessons learned from their extensive experience.

Fire Chief, Dagupan Tondo Volunteer Fire Brigade Inc.

He is no stranger to the disasters and disaster management. Sir Gladwin Abram So is


the current Deputy Fire Chief and Emergency Medical Services Chief of Dagupan
Tondo Volunteer Fire Brigade, Inc. Sir Gladwin has undergone numerous trainings both
nationally and globally. One of which is the training for Community Based Disaster Risk
Reduction and Management conducted by the Office of Civil Defense under the
Department of National Defense. And another is further firefighting training at the
National Fire Agency in Taiwan. Sir Gladwin also finished his Advance Firefighting
Training through Emergo System conducted by the Department of Science and
Technology.

Bernadett P. Velasco, MD, FPCEM
Director, Health Emergency Management Bureau, Department of Health

A true authority in the field of emergency medicine, she brings wealth of experience and
expertise to our discussion. She is an Emergency Medicine specialist who is currently
the director of the Health Emergency Management Bureau and the Operations Manager
of the National Patient Navigation and Referral Center at the Department of Health in
Manila. She graduated residency at East Avenue Medical Center, and further studied on
Emergency Medical Services at Singapore General Hospital. Ladies and gentlemen, we
are honored to have her as our panelist speaker to discuss on the prehospital
management of earthquakes.

Daniel Valdemar V. Carpio, MD, FPCEM
Chief, Ancillary Services Division

He is a homegrown emergency medicine physician of Ospital ng Makati. Dr. Daniel


Valdemar Carpio finished his residency training at Ospital ng Makati Department of
Emergency, Prehospital, Disaster and Ambulatory Care Medicine and became chief
resident during his training. After his training, Dr. Carpio expanded his expertise and
became the head of the Hospital Disaster Management Committee under the Disaster
Risk Reduction Management in Health (DRRM-H) at the Mandaluyong City Medical
Center. Dr. Carpio also has also undergone further training regarding the Incident
Command System facilitated by the Metro Manila Disaster Risk Reduction and
Management Council through the Office of the Civil Defense.

Secretary General, Pediatric Emergency Medicine

She is a Pediatric Emergency Medicine Specialist. She is an active consultant in


the Department of Pediatrics at Philippine General Hospital where she also serves
as the assistant training officer for the Division of Pediatric Emergency Medicine.
She is also the Secretary General of the Philippine Society of Pediatric Emergency
Medicine since September 2022 to present. With a background in Pediatric
Emergency Medicine, she has not only contributed to academic knowledge but has
also implemented effective programs that have made a tangible impact on the
ground. Today, she will share her invaluable insights on responding to children
during disasters, providing us with essential guidance on how best to support and
respond to children during disasters. Her expertise is crucial for all professionals
involved in emergency response and underscores the importance of prioritizing the
needs of our most vulnerable population.

Good day everyone! It is an honor to speak before you at the closing of our department’s 8th post graduate
symposium.

Over the past few days, we have delved into urgent matters/ that impact lives not only within the emergency room but
also prehospitally. "Zero Hour" represents the crucial moment when decisive actions determine the outcomes of an
incident. We’ve explored innovative approaches to patient care, disaster preparedness, and crisis management
across our different lectures. But let us remember that every second counts. Our commitment to excellence must be
unwavering.

The weight of critical decisions can feel immense, but remember, the very act of preparation and the knowledge
you’ve gained here empower you to make those choices with confidence. These trainings and preparations equip you
to face zero hour with decisive action. When faced with critical decisions, remember to trust your trainings and act
with courage.

In closing, I challenge each of you: When the zero hour strikes, will you hesitate or lead by action?
