License and Registration Criteria:


(1) Financial: Shall meet the minimum net worth or equity requirement of the applied Category.
(2) Technical: Employment of regular and full-time Sustaining Technical Employee(s) or STEs with adequate relevant
experience in applied Principal Classification and Category.
(3) Overall Credit Points: Meets the minimum Technical, Financial & Overall Credit Points of the applied Principal
Classification and Category.
(4) Managerial: The Authorized Managing Officer (AMO) shall meet minimum experience requirement; nominated by the
firm and possessing managerial powers.
(5) Integrity: Compliance to other statutory requirements.
Classification: The area of operation that a contractor can engage is based on the technical experience of his
Sustaining Technical Employee (STE). Aside from the Principal Classification, a contractor may apply for and be
issued more than one classification, which shall be designated as Other Classification.
 General Engineering (Horizontal Projects)

Category: indicates the graded level of aggregate capability of a contractor with respect to his Principal
Classification and is based on predetermined qualification criteria which include financial capacity, experience of
STE, track record and equipment. Evaluation of category shall be based on the criteria quantified by credit points
in scales as determined by the Board.

Credit Points: In determining a contractor’s category, his qualification must satisfy all the minimum
requirements, corresponding to the classification and category applied for, qualified and rated according
to equivalent credit points and shall be the lowest sustainable by all three determinants as follows:

(1) Financial:
Financial Capacity shall be in term of:
 Net Worth based on the latest Audited Financial Statements (AFS) submitted to the Bureau of
Internal Revenue (BIR); or
 Paid-up Capital based on the latest Audited Financial Statements submitted to the Securities and
Exchange Commission (SEC), if a newly-organized partnership or corporation;
 Note: PCAB has the right to reject or reduce portion thereof if, upon verification, the reported assets of
the contractor were found to be erroneous or not adequately supported with appropriate documents.

License/Upgrade of Category application only.

i. Quarterly Tax Return and Receipt of Income Tax Return, if applicable.

In support to Upgrade of Category application, the following documents MAY be included:

j. List of Transportation Equipment under the name of the firm.


 LTO Certificate of Registration and current Official Receipt
k. List of Real Properties under the name of the firm.
 TCT Tax Declaration for Land Properties / Condominium Certificate of Title and Contract to Sell
l. Independent Appraiser's Report, if the properties are stated at its appraised value

 Construction in Progress/SAVWA – allowable limit 10% of Net Worth if not supported by
SAVWA.
 Deposit for Future Subscription / Subscription Receivables is NOT considered part of equity,
thus, excluded from Equity for categorization purposes.

(2) Technical:
Sustaining Technical Employee (STE)

 Nominee among his technical personnel whose training and experience are to sustain the constructor’s
classification eligibility and/or accrue to the constructor’s credit rating in categorization;
 A technical professional, such as engineer or architect, duly licensed by the Professional Regulation
Commission (PRC);
 With three (3) years minimum actual construction experience per classification;
 Maximum of thirty (30) years creditable experience per classification;
 A full-time employee of the nominating contractor, not associated professionally or by employment with
any other party, particularly a party engaged in construction or construction-related activities;

 Meets the minimum technical, financial & overall credit points of the applied Principal Classification and
Category.
 Inclusive of Equipment Capacity (1 pt. per Php 100,000); Experience of Firm (10 pts. per year of active
existence); and 1 pt. per Php 100,000 of 3 year Average Annual Volume of Work Accomplished; and
COMTCP points if STEs are COMTCP certified

(4) Managerial – The Authorized Managing Officer

 For Sole Proprietorship: The Proprietor himself


 For Corporation/Partnership/One Person Corporation: The Senior Executive of a company
 With at least two (2) years of experience in construction contracting, business management and contract
administration and knowledge of Philippine laws on contracts, liens, taxation, labor and other construction
business matters in a managerial or supervisory capacity;
 At least 35 years of age (Quadruple A).
 At least 25 years of age (Triple A and below).
 Completed the 2-Days AMO Seminar and passed Written/Online examination.
 40-hour COSH / 16-hour Safety Management Seminar for AMO.

(5) Integrity
Compliance to other statutory requirements.

Registration for Government Infrastructure Projects

 Also known as "ARCC" or "Inter-Agency" or "Government Registration"


 PCAB license (New/Renewal of Regular) must be applied first before the "ARCC"
 Project kind must have an equivalent approved classifications (GB, GE, Specialty)
 For new applicants for ARCC, the default size range is Small A
 Means of checking the qualification is through Track Record – Single Largest Projects (SLP) completed
per project kind (Medium A to Large B)
 ARCC is limited to regular licensed contractors with 60%-40% Filipino-Foreign equity
