Foreword

As an essential part of the MSc in Maritime Affairs programme, the


field studies are outstanding opportunities for WMU students to
strengthen their knowledge, which is obtained from lectures and in-
class activities. Taking this into consideration, the first field study of
the Maritime Safety and Environmental Administration Specialization was organized
in February, 2023. The MSEA Faculty and Students visited many institutions in
Norrköping and Stockholm (Sweden), and Hamburg (Germany); namely, Swedish
Transport Agency, Ministry of Rural Affairs and Infrastructure, Vasa Museum,
Museum of Wrecks, Hamburg Port Authority, Federal Maritime and Hydrographic
Agency, Det Norske Veritas (DNV), International Maritime Museum, German
Insurance Association (GDV), and Hapag-Lloyd.

Ultimately, during this period, there were 21 presentations and 3 visits to the
museums. This report will cover the events in a chronological order, in combination
with comments and suggestions from the Faculty and the Students’ perspectives.

I hope you have a wonderful time recalling the field study together with our
MSEA Faculty and Students.

Following their warm welcome, the
Agency presented us an overview of the
organizational structure and the
main operations, noting that more than
2,000 employees are dispersed
among four transportation sectors.
Besides, the cooperation with other
institutions, e.g., IMO, EU, IALA, Paris
MoU, HELCOM, Norden, was also
discussed.

Equally important, following questions


from our Students, the Agency
discussed their strong commitments
and strategy towards maritime safety
and protection of marine environment,
with special emphasis on RoPax
vessels’ safety and future MASS.

Additionally, a brief introduction of


their PSC operations was also delivered.

YARA H. A. TEMBE and


ARTEMISA C. G. N. MOTA recalled
the interesting discussion from
Ms. Kajsa Lindström regarding the
on-going works to deal with climate
change and decarbonization in Sweden.

The Ministry’s Representatives
introduced their works in
implementation and enforcement
of international standard in maritime
affairs, i.e., passenger ships’ safety,
goal- and function-based
standards, and protection of marine
environment, followed by many
questions from our MSEA Students.

ARTEMISA C. G. N. MOTA recalled


her note regarding the interesting fact
that all ministers make collective
decisions in Sweden, besides the
presentation from Mr. Björn Åsgård
about fisheries management.

ANTHONY CUEVAS focused on the


difficulties and challenges in combating
IUU fishing due to the length of the
coastline in Sweden and their human
resources.

Interesting presentations were
delivered by the Representatives,
followed by many questions and
discussions from the Faculty and the
Students regarding port operations.

CHIKYOUNG LEE suggests that it


would be great to have an opportunity
to visit the port facilities, as well as to
experience on-scene operations.

Parallel with their wonderful
hospitality, the Agency provided many
helpful presentations regarding their
hydrographic, forecasting and
warning services, besides briefing
about Maritime Spatial Planning.
Afterwards, the introduction from the
Federal Bureau of Maritime
Casualty Investigation also attracted
attention from the Faculty and the
Students.

During teatime, LYN, ARTEMISA,


TEONA, YARA, BISMA, their
Colleagues, and the institutions’
Representatives discussed about
gender equality, especially in
maritime administration and seafaring
sector.

ENWEI HU completely agreed with
their Colleague LAMIR A.
MOHAMMED about the benefits and
fruitful experience from the field trips.

National and international aspects of
Germany’s maritime transport
policy were briefly delivered to the
Faculty and the Students…
… followed by an introduction about
their national policy in ballast water
management.

Extremely excited about the field trip’s


benefits and its success, LYN
ALQUIZAR strongly proposed a field
study in the IMO headquarter,
which, as per her emphasis, will greatly
contribute to our MSEA Specialization.

The DNV’s Representatives briefly

classification, statutory certification,
advisory, as well as new-building and
in-service surveys.
DNV is monitoring the trends and
updates regarding MASS, and their
adjustments as a Classification Society
and a Recognized Organization.

ANTHONY CUEVAS recalled his


note… “Approximately 10% of vessels
under DNV classification use
alternative fuels, in particular LNG
and ethanol”.

ENWEI HU highlighted “The success
of a field study depends on effective
planning. It was obvious that the field
study was very well planned, every
detail was taken into account and
students from different countries were
satisfied with the arrangements…”

… All crew on board.

ENWEI HU continued “… In terms of


learning content, it was a hands-on
theoretical learning experience, really
seeing how government departments or
organizations in Sweden and Germany
work. This was a rare opportunity for
me.”

“Those were good time, days in


Norrköping, Stockholm, and
Hamburg.”
