CLMD-2024-087

ADMINISTRATION OF THE ELLN ASSESSMENT, NAT FOR GRADE 6 AND NAT


FOR GRADE 12 FOR SY 2023-2024

To: Schools Division Superintendents

1. In reference to DepEd Memorandum No. 16, s. 2024, the Department of


Education (DepEd) through the Bureau of Education Assessment (BEA), will
administer the Early Language, Literacy and Numeracy Assessment (ELLNA),
National Achievement Test for Grade 6 (NATG6), and National Achievement
Test for Grade 12 (NATG12) for School Year 2023-2024 within the following testing
windows:

2. The three assessment programs will be administered on a paper-based


modality to all regional offices (ROs), schools division offices (SDOs), and schools.

3. The ELLNA is to be administered at the end of Grade 3 as a key stage


assessment to determine if students are meeting the learning standards in early
language, literacy, and numeracy. The test is in a multiple-choice item format.
Moreover, English, Filipino and Mother Tongue shall be the languages for this
assessment.

4. The NATG6 and NATG12 are exit assessments under the national assessment
framework of the K to 12 Basic Education Program. These tests are designed to
determine if Grade 6 and Grade 12 learners are meeting the learning standards in
the elementary and Senior High School curriculum. The exit assessments shall cover
the 21st century skills (Problem Solving, Information Literacy, and Critical
Thinking) using learning areas in English, Mathematics, Science, and Filipino for
NATG6, and the core SHS learning areas of Science, Philosophy, Language, and
Communication, Media and Information Literacy, Mathematics, Humanities,
Wika at Komunikasyon, and Social Science for NATG12. The test design is

progressive in nature wherein test items measure varying skills in a multiple-


choice format using English and Filipino Languages.

5. BEA will manage the national implementation of the ELLNA, NATG6, and
NATG12 with the assistance of the ROs and SDOs. Division Testing Coordinators
(DTCs) shall conduct orientation to school heads and testing personnel who shall be
involved in the administration of the national assessments.

6. The Regional Testing Coordinator shall form a regional team that will monitor
the administration of the national assessments. The conduct of monitoring and
provision of technical assistance from the regional office shall be disseminated
through a separate issuance.

7. DTCs shall submit the accomplished stratified sampling template to

8. Enclosed is the template for the schedule of the schools for the administration
of the three national assessments which shall be accomplished by the DTC and shall
be sent to the RTC through jayar.lipura@deped.gov.ph on or before March 12,
2024 for NATG12 and March 22, 2024 for NATG6 and ELLNA.

9. An authorized forwarder will deliver and retrieve the test materials to and
from SDOs.

10. Health and safety protocols must be followed in all activities related to
national test administration.
