1ST MEETING OF PROGRAMME FOR COUNTY ECD STAKEHOLDER MEETING HELD AT SIAYA COUNTYCLUB

Wednesday 21ST MARCH 2018.

PRELIMINARY

The meeting was opened by a word of prayer by madam Benta Jacobs. The Chief Officer, Directorate of
Education welcomed the participants and thanked them for the commitment displayed in steering their
respective thematic work and their support to the ECDE.

AGENDA ITEM 1: DEPARTMENT/ORGANIZATION PRESENTATION ON ECDE SERVICE DELIVERY

 DIRECTORATE OF EDUCATION
The representative first touched on the brief overview of the role of the County government in
early childhood education programme and the flagship projects that has been put in place to
ensure a smooth learning environment for the children. He further emphasized the support the
various stakeholders has shown to see the project through and thanked them for their
continued support.
He then highlighted the flagship projects put in place and the achievements made so far, the
flagship projected included;
a) Employment of ECD instructors, the target was 800 teachers for the financial year
2016/2017 and that the county government had achieved to employ a total of 767
teachers by the end of this financial year.
b) Construction of ECD blocks in all the sub-counties whose aim was to instill quality in ECD
services, this was said to has been achieved and constructions are still ongoing
throughout the county.
c) Equipping of the block with child-sized furniture to make learning environment
conducive and hospitable and each ECD structure was said to has been equipped with at
least 120 furniture.
d) Appraisal of the 657 ECDE instructors.
e) Formation of BOM in order to instill quality in management of ECD centers.
f) Initiation of feeding program to improve child nutrition.
g) Training of teachers on the new curriculum and adoption of the new ECDE curriculum.
h) Public-private sector partnership.
 CHILD DEPARTMENT.
Presentation spear headed by MR.Allan and their department majors in ;
a) Child welfare initiatives, social protection and child custody issues.
b) Issues surrounding sexual violence targeting children.
c) Provide cash transfer for caregiver families and bursaries for vulnerable children.

He further informed the participants that environmental issues and family distress has
impact on children progress and affect their time of enrolment to school, irregular school
attendance and it exposes the child to many other calamities.

AGENDA ITEM 2; PRESENTATION FROM STAKEHOLDER

RTI.

Madam Risper presented on the role played by RTI and specifically on the TAYARI (getting ready)
initiative and highlighted their main areas of concern which included;

a) Getting the ECD child ready for the next level of education.
b) Capacity building.
c) Building personality of ECDE teachers.
d) Health assistance
e) Monitoring the attendance of ECD Children.
f) Water treatment .
g) Improved teacher training school.

She then pointed out some of the challenges they face in the field which mainly was access and sharing
of the new curriculum from the internet among ECDE teachers.

AMURT (ANADA MARGA UNIVERSAL RELIEF TEAM) based in BONDO AND RARIEDA

Presentation was made by Jane who majored on INUKA COMMUNITY INNITIATIVE. The organization is
concerned with the well-being of orphans and vulnerable children who are either affected or infected
with HIV/AIDS, health education and child protection issues, food and nutrition provided for care givers
of children under five and vocational training of OVCs. They have implemented a number of projects in
schools in Bondo and Rarieda sub counties with the aim of benefiting the well-being of children under
five.
CHILD FUND (Based in UGUNJA and KISUMU EAST)

Child Fund is an organization that deals with early childhood development through NITUNZE
PROGRAMME.

It performs a reflective supervision role, training of government officials, local partners and target
community members.

Presentation was made by PHILIP.

YOLADO (YOUNG LADIES ORGANISATION)

It is a youth group community based organization located in UGENYA Sub-county.

The organization majors in reproductive health and behavior change communication, HIV/AIDS
Advocacy, orphan and vulnerable children support, environmental conservation and protection and
alleviation of human suffering

AGENDA ITEM 3. AOB

Mr. Omiti informed the participants that the next stakeholder meeting will take place on a later date in
JUNE 2018 and aims at bringing all the key players/partners on board for ease in coordination and it was
proposed that the partners should pay courtesy call to each other for more familiarity on their thematic
projects.

He further reiterated his thanks for everyone’ s participation in the meeting and wished the attendees a
joyous and nice Easter holidays.
