I. Title of Activity DISTRICT ROLL-OUT TRAINING OF EARLY LANGUAGE
LITERACY ND NUMERACY FOCUSING ON THE SCIENCE OF
READING
II. Rationale Republic Act 9155 of Governance of Basic Education Act of 2001
highlights the provision of basic skills, knowledge, and values for
learners to become productive citizens ready to face life’s complexities.
It warrants the significance of literacy and literacy as foundational
skills contributing to lifelong learning as articulated in Deped No.
12,s.2012 (Guidelines on the Early Language, Literacy and Literacy
Program).

The District is committed to the well-being and development of its

learners thus Silang 2 District roll-out training of early language literacy
nd numeracy focusing on the Science of reading activity was created in
pursuant to the Regional Memorandum no. 477 s. 2023 and Division
Memorandum no.. 467 s. of 2023 stating the conduct of Region-wide
and Division roll-out on ELLN focusing on the Science of Reading.

Reading is necessary for learning, so instilling a love of reading at an

early age is the key that unlocks the door to lifelong learning. It is a
gateway to learning anything about everything. It helps discover new
things and educate oneself in any area of life that one finds interesting.

When children are learning to read, they are often taught by someone
else. However, when children are reading to learn, they usually do so
on their own with less help from a teacher or parent.

Comprehension or extracting meaning from what we read is the

ultimate goal of why there is a need to learn to read and essentially
reading to learn, that is the Science of Reading.
