PRESIDENTIAL DECREE NO. 1067
otherwise known as the Water Code of the
Philippines

- A decree instituting a Water Code, thereby


revising and consolidating the laws governing the
ownership, appropriation, utilization, exploitation,
development, conservation and protection of water
resources.
Article 13 thereof states that “Except as
otherwise herein provided, no person, including
government instrumentalities or government-
owned or controlled corporations shall
appropriate water without a “water right,” which
shall be evidenced by a document known as a
“Water Permit”.

Water Right is a privilege granted by the


government to appropriate and use water.

 Municipal
 Irrigation
 Power Generation
 Fisheries
 Livestock Raising
 Industrial
 Recreational
 Other Purposes
Requirements
 Proof of Land Ownership of, legal title to, or right to use, the
property on which the water source is situated
 Certificate of Registration from relevant agencies
 Vicinity Map/Location Plan showing the exact diversion point
 Well Drilling Data (In case of existing well)
 Actual discharge of the spring
 Certificate of Potability; Manifestation to treat the water if not
potable
 ECC/Certificate of Non-Coverage
Only WPA’s with basic requirements will be accepted:
➢ Proof of ownership
➢ Vicinity map
➢ Certificate of Registration
➢ For Hydro-DOE Endorsement
➢ For Bulk-Bulk Water Supply Purchase Agreement
➢ MOA
