GENERAL GUIDELINES

1. For Elementary, one entry per district. District level elimination/District Arts Festival
of Talents will be held on February 1-2, 2024 to select the entries/contestants per District
per event for the Congressional level.

2. The Congressional level will be held to select the entry for the Division level

February 8, 2024…………..Hip-hop Congressional level…..SM Rosales. Rosales,

Pangasinan

Note: Other contested events will be heading to the Division Level

3. Top Five (5) winners will be selected from each event in the Congressional Arts Festival of
Talents to head up to the next level on the Division Arts festival of Talents (DAFOT).

4. The division level-Division Arts Festival of Talents Elementary will be held on February 22-
23,2024, SM Rosales, Rosales, Pangasinan.

5. Participant can only join in one contest/event except for schools with 50 below enrolment.
6. Participants should not be a Grand winner of any national or international competition.
7. Participants must be bonafide Elementary (Kinder to Grade 6); learners of the school.
Proof of enrollment or Certification from the School Head shall be provided to the Contest
Chairman on the contest day.
8. The participation (rehearsals and performances) of the contestants is voluntary and
supported with parent/guardian’s permit.
9. Performers should not wear any attire with the name/identification/logo of the
school/municipality/organization.
10. Any violation from the contest mechanics shall be subjected to corresponding deductions.
One point deduction per violation from the total scores.
11. Winners will be awarded with certificate of recognition per event.
12. The decision of the judges is final and irrevocable.

ELEMENTARY:

Guidelines and Mechanics

1. The participant plays any solo instrument of his/her own choice of Filipino
Composition.
2. The participant plays the instrumental composition without any back-up,
accompaniment or background music.
3. The piece should be one straight song composition of their own choice.
4. The title of the piece must be submitted to the judges before the performance.
5. Performance shall be 3-6 minutes.

Criteria for Judging

Component Area Dance

Event / Contest Ballroom Dance

Guidelines and Mechanics

1. Each entry shall have a minimum and maximum performers of 3 pairs.
2. Participants must wear appropriate attire of their own choices.
3. Cross Dressing is NOT allowed.
4. Participants should perform the entirety of the music (no in and out) following
sequence in order:
a. Cha Cha Cha(1minute)
b. Samba (1minute)
c. Jive (1minute)
5. The contest piece shall be a remix music following the prescribed dance to be
provided to the management before the start of the contest.

Criteria for Judging

a. MASTERY (Synchronization & Coordination) 40%

b. EXECUTION and STYLE 40%
(Basic Pattern, rhythm and timing, proper execution of footwork, head, arm and
body movement through dance variation. Alignment, framework and proper
presentation of dance position; to include smoothness to follow through from
movement to position and vice versa.
c. COSTUME 20%

Dance
Event / Contest Hiphop Dance

Guidelines and Mechanics

1. Each group shall have 6-12 members who may either composed of all male or female, or
a combination of both.
2. Free choice of Music as long it is not political, vulgar, and offensive.
3. Performance should have a minimum of three (3) minutes and a maximum of five (5)
minutes. Participants should perform the entirety of the music (no in and out).
4. Routine must consist primarily of hip hop techniques such as street dance, freestyle,
punk, pop-n-rock.
5. Decency of costumes must be observed accordingly. No political, alcohol, tobacco or
drug advertisements, are to be shown on any clothing or part of the performance.
Removing of pieces of clothes during performance is allowed provided it is not offensive
or out of character.
6. Dangerous routines (stunts, tumbling, throwing, body dropping, rolls and the likes) are
NOT ALLOWED to avoid any untoward accidents or injuries and will be deemed
disqualified.
7. Only hand props are allowed. Use of pyrotechnics, sharp objects, combustion machine
are discouraged.

Component Area Music

Event / Contest Vocal Solo (Pupil)

Guidelines and Mechanics

1. The contest piece must be an Original Pilipino Music (OPM) composed by a Filipino
composer written in English or Filipino dialect.
2. Minus one will be the only accompaniment to be used.
3. Performance shall be 3-6 minutes.
4. The participant is free to choose a composition suited to his/her voice range.
5. Costume must be appropriate to the singer. Wearing revealing attire is not allowed.

Criteria for Judging:

Vocal Technique (Tone Quality, Breath Support,

Intonation, Diction and Articulation Rhythm & Tempo - 50%

Style and Performance (How well the performer is able to

express the meaning and mood of the song - 30%

Component Area

Event / Contest Folk Dance

OCCUPATIONAL DANCE (Elementary Level)

1. The participating groups may choose one of the two occupational dances taught during the 2023
Provincial Seminar Workshop on Philippine Folk Dances: PANGATAS IT PATUYAW and PAS-
AN SAGING.
2. Each group entry must be composed of five (5) girls and five (5) boys.
3. Cross-dressing is NOT allowed.
4. The use of a stage set, such as a backdrop/standing props, risers, tables, and so on, is strictly
prohibited. It is only permitted to use the hand props described in the dance literature.
5. The official music for each dance will be provided by the event organizers. It is strictly prohibited
to change or remove any part of it.

Guidelines and Mechanics:

1. Himig Bulilit is a children’s quartet competition.
2. There will be one (1) entry per district.
3. The group should be a composition of 4 elementary learners from Kindergarten to Grade
6 with one (1) teacher/coach as the conductor.
4. Performance should have a minimum of three (3) minutes and a maximum of five (5)
minutes including entrance exit with one (1) teacher coach/conductor.
5. Each entry should render 2 songs in Acapella on their own choice: 1 Warm up song
(which bears 30% of the total score) and one final piece ( which bears 70% of the
total score).
6. The warm up song should be Folk song or Kundiman while the final piece should be an
OPM song.

Criteria for Judging:

Musicality (Rhythm, balance, tonality, harmony)…………..35%

Interpretation ( expression, dynamics, phrasing)…………..30%

4.Performance shall be 3-6 minutes.

2. Performer shall be 1 per municipality. Top 3 winners from the congressional level will be
heading to the Division level.inus one will be the only accompaniment to be used.
3. The participant is free to choose a composition suited to his/her voice range.
4. Costume must be appropriate to the singer and to the chosen song.
