RESIDENT (NON-ACADEMIC) IN VARIOUS DEPARTMENTS OF AIIMS,
BIBINAGAR, UNDER GOVT.OF INDIA RESIDENCY SCHEME
1. AIIMS Bibinagar is an apex healthcare institute, established by the Ministry of Health &
Family Welfare, Government of India under the Pradhan Mantri Swasthya Suraksha
Yojana (PMSSY).

2. Applications are invited in prescribed format from Indian Nationals for the post of Senior
Resident, as per Govt. of India Residency Scheme for the tenure period of 1 year
extendable for another 2 years (for a maximum period of 3 years) depending upon the
concerned departmental assessment and availability of posts for the departments
mentioned as under: This shall be a rolling recruitment.

*General Medicine & Medical Super specialties include Endocrinology, Neurology,
Cardiology, Nephrology, Gastroenterology and Medical Oncology; General Surgery &
Surgical Super specialties include Paediatric Surgery, Urology, Plastic Surgery& Burns,
Surgical Gastroenterology, Cardio thoracic Surgery, Neuro Surgery and Surgical Oncology;

Senior Residents of General Medicine and General Surgery will be rotated to respective super
specialties as per the requirement.
Senior Residents of Paediatrics will be rotated to Dept. of Neonatology as per the
requirement.

Note:
1) In case suitable Economically Weaker Sections (EWS) candidates are not found, these posts
will not be carried forward/or considered as backlog vacancy, hence Unreserved (UR)
candidates may also be allowed provisionally to apply against EWS posts advertised through
above referred advertisement who may be considered incase suitable EWS candidate are not
found to fill up these posts reserved for EWS.
2) 4% PwBD on horizontal basis as per Government rules.

3. QUALIFICATION:
a. A Postgraduate Medical degree viz. MD/ MS/ DM/ M.Ch.
b. DNB in their respective disciplines from a recognized university / institution / or equivalent.
c. Valid registration with MCI/NMC/State Medical Council.
d. For Trauma & Emergency Medicine vacancy: Anaesthesia, Trauma & Emergency Medicine,
Medical and Surgical Broad and Super Specialties with valid post graduate medical degree
can apply.
For Dentistry:
a. A post graduate medical degree viz., MDS in Dentistry from a recognized university/
Institute/ or equivalent qualification thereto.
b. Valid Registration with DCI/ State Dental Council.

 4. PAY SCALE:
Level 11 of pay matrix under 7th CPC plus usual allowances including NPA.

5. UPPER AGE LIMIT:45 Years (As on last date of submission of application)

The relaxation in age shall be as per Government of India norms and the maximum
permissible relaxation

 Tenure. The appointments for the posts of Senior Residents shall be for a maximum period
of 03 years as per the Residency Scheme 1992, Govt. of India.
8. APPLICATION FEES:-

 General/OBC Category : Rs.1770 (including 18% GST)+ transaction charges

 EWS Category : Rs.1416 (including 18% GST) + transaction charges
 SC/ST/PWD Category : No application fees.

9. RESERVATION:-
 The reservation for EWS/OBC/SC/ST candidates is as per Central Govt.
Rules and 4 % for PWD candidates (on horizontal basis).

 For OBC Candidate: Candidates must attach certificate valid for the posts under the
Central Government of India which mentions that the Candidate does not belong to Creamy
Layer. Date of issue of Certificate should be issued on or after 01.04.2023.

 For EWS, OBC, SC and ST – Certificate should be issued by Tehsildar or above rank
authorities prescribed by Govt.of India in format of State/Central Government.

For Persons with Disability (PWD):

 The candidate must possess a valid document certifying his/her physical disability is
conforming to judgment of Supreme Court of India i.e.: “With the approval of the Ministry
of Health & Family Welfare, Govt. of India vide letter no. 18018/2/2009-ME(P-1) dated
17.02.2009 it has been decided that while providing reservation in admission to medical
course in the first instance candidates with disability of lower limbs between 50% to 70%
shall be considered and incase candidates are not available of such candidates in that
category then the candidates with disability of lower limbs between 40% to 50% will also
be considered for admission as per decision in the Writ Petition (Civil) 184/2005- Dr.
Kumar Sourav Vs. UOI & others in the Supreme court of India”.
 The disability certificate should be signed by a duly constituted and
authorizedMedicalBoardoftheStateorCentralGovt.Hospitals/Institutions&countersignedby
MedicalSuperintendent.

 The constitution of the Medical Board will be one consultant each from disciplines of
Orthopedics, Physical Medicine & Rehabilitation and Surgery.
PWD candidates who apply will be considered against seats in category in which he/she
has applied i.e,GEN/EWS/OBC/SC/ST. Last seat/s in the respective category will be
offered to PWD candidates, in case PWD candidate is not able to make on his/her their
own merit.

For EWS (Economically Weaker Sections):

 10% of Vacancies are reserved for the EWS as per the directions of Government of
India instructions issued vide DoPTOMNo.36039/1/2019-Estt (Res) dated19th
January2019.
 Persons who are not covered under the existing scheme of reservations to the
Scheduled Castes ,the Schedule Tribes and the socially and Educationally Backward
Classes and whose family has gross annual income Below Rs. 8.00 lakh are to be
identified as EWSs for the benefit of reservation. Family for this purpose will include
the person who seeks benefit of reservation, his/her parents and siblings below the age
of 18 years as also his/her spouse and children below the age of 18 years. The income
shall include income from all sources i.e. salary, Agriculture, business, profession etc.
and it will be income for the financial year prior to the year of application. Also
persons whose family owns or possesses any of the Following assets shall be excluded
from being identified as EWSs, irrespective of the family income:

a. 5acres of Agricultural Land and above;

b. Residential flat of 1000sq.ft.andabove;
c. Residential plot of 100 sq. yards and above in notified municipalities;
d. Residential plot of 200 sq. yards and above in areas other than the notified
municipalities.
 The income and assets of the families as mentioned in Para 2 would be required to be
certified by an officer not below the rank of Tehsildar in the States/UTs. The candidates
shortlisted for document verification/interview shall be required to bring the requisite
certificate as specified by the Government of India at the time of appearing for the
process of document verification/interview. The income and asset certificate issued by
one of the authorities mentioned shall only be accepted as proof of candidate’s claim as
belonging to EWS.

 The instructions issued by the Government of India in this regard from time to time
shall be adhered to.
 Date of issue of Certificate should not be earlier than 01.04.2023.

10. SELECTION PROCEDURE:-

 Written examination may be conducted when number of applicants is more. However,
there will be no written test for the post against which less number of applications is
received than the vacancies. Executive Director, AIIMS, Bibinagar shall have the
discretion to decide for which post, written examination to be conducted and for which
post there will be no written examination and his decision will be final.

 Screening Test for Senior Residents post in Dept. of Dentistry (if required ):

 Screening test for Senior Residents post in Dept. of Dentistry shall be held on
21.12.2023 in Auditorium, AIIMS Bibinagar (2nd Floor) between 10 A.M and 11 A.M.
All candidates shall report at 08.00 A.M at venue. Application number of candidate shall
be required to mention on OMR exam answer sheet.

 The pattern of examination shall be MCQs covering all subjects as per MDS course
regulation, 2017, total 40 No.s carrying 2 marks each. No negative marking will be
there. The exam shall be conducted in English Language.

 This screening test is only for shortlisting the candidates. The screening test marks
shall carry no weightage and marks of the interview shall form the merit.

 The merit list of screening test will be displayed between 1 – 2 P.M. The shortlisted
candidates (3 times the number of posts advertised) will be allowed to appear for the
interview.
 No separate call letters will be sent for screening test/ interview.
 The merit list (selected and waiting list) for all categories i.e UR/EWS/OBC/SC/ST
shall be prepared on the basis of interview only.
 Any vacancy arising because of non-joining by selected candidates in this selection
or by resignation of candidates, post will be offered to the candidates from waiting list
according to the merit panel. All applicants must provide latest mobile numbers and e-
mail for timely communication.
 For qualification /Reservation / Selection Procedure/Emolument/date of Interview and
other latest details, candidates are advised to visit AIIMS, Bibinagar website regularly.
 Selected Candidate will be expected to stay in Institute Campus if offered residential
accommodation.
11. TERMS & CONDITIONS:-
 Canvassing information of any kind will lead to disqualification. Incomplete
applications will not be considered and will be REJECTED. No interim correspondence
shall be entertained.

 The prescribed qualification is minimum and merely possessing the same does not
entitle any candidate for selection.
 Late applications/ Incomplete applications in any respect will be summarily rejected.
 The appointee shall be on the whole time appointment of the AIIMS and shall not
accept any other assignment, paid or otherwise and shall not engage himself/ herself in a
private practice of any kind during the period of contract.
 He / She may work in shifts and can be posted at any place in the Institute as per the
discretion of the MS/Dean/Director.
 The competent authority reserves the right to assign any duty as and when required. No
extra/ additional allowances will be admissible in case of such assignment.
 The appointees shall be granted leave in accordance with the instructions issued by the
Government of India from time to time.
 The appointee shall not be entitled to any benefit like Provident Fund, Pension,
Gratuity, Seniority, Promotion etc. or any other benefits available to the Government
Servants, appointed on regular basis.
 If an appointee wishes to apply somewhere else or resign within the first 03 months of
joining, then neither he/she will be issued a No Objection Certificate (NOC) nor he/she
will receive any relieving letter or experience certificate.
 He/ She is expected to abide by the rules of conduct and discipline as applicable to the
Institute employees.
 The candidate should not have been convicted by any Court of Law.
 In case, any information given or declaration by the candidate is found to be false or if
the candidate has willfully suppressed any information relevant to this appointment, he/she
will be liable to be removed from the service and action will be taken as deemed fit by the
Competent Authority.
 The decision of the Competent Authority regarding selection of candidates will be final
and no representation will be entertained in this regard.
 The Competent Authority reserves the right of any amendment, cancellation and
changes to this advertisement as a whole or in part without assigning any reason or giving
notice.
 All disputes will be subject to jurisdictions of High Court, Hyderabad (Telangana).
 Candidates working in Govt. / Semi-Govt. PSU should apply through proper channel.
The candidates in-service will not be permitted for examination / interview, without "No
Objection Certificate” from the employer. In this connection, it is mentioned that as per
the terms and conditions of Central Residency Scheme, their engagement is to be
regulated as per the CCS (Temporary Service Rules).
 On selection, the candidates will be given one month time to join the post at AIIMS,
Bibinagar. In exceptional situations (with reasonable justification) extension may be
granted by the Competent Authority.
 The post will be on tenure engagement for a period of maximum 03 (three) years
including such engagement earlier if any (if you have already served as Senior Resident in
previous appointment, the same will be calculated along with the present engagement at
AIIMS, Bibinagar). However, the performance will be reviewed by a committee duly
constituted by the Director on completion of 01-year tenure on every occasion and further

extension beyond 1st year or 2nd year will be based on the recommendations of the said
review committee. In case the performance is not satisfactory, then further extension will
not be considered.
 If any candidate, who joins the post and leaves/resigns/gets terminated before the
completion of the tenure, he/she may do so by giving one month’s prior notice as per the
rules or by depositing pay and allowance in lieu thereof with the Institute for the period of
which notice falls short of one month or so.
 The appointment can also be terminated at any time by either side, by giving one
month’s notice or by paying one month’s salary, without assigning any reason.
 The Competent Authority reserves the right to cancel the advertisement at any point of
time without assigning any reason there of or fill up less/more number of posts as
advertised depending upon the Institutional requirement.
