WHEREAS, the Sangguniang Kabataan Internal Rules of Procedure are necessary in order
to govern the orderly conduct of the members of the Sangguniang Kabataan;
WHEREAS, the promulgation of these rules are imperative in the efficient discharge of the
powers, duties, and functions of the members of the Sangguniang Kabataan, pursuant to the
pertinent provisions as found therein in the Local Government Code of 1991 (RA 7160), RA
10742 or the SK Reform Law as amended by RA 11768.
SEC. 2. - The SK Chair, the regular members of the Sangguniang Kabataan, , shall assume
office on the day and in the manner as provided for by law.
SEC. 1. - The SK Chair shall be the Presiding Officer of the Sangguniang Kabataan. The
Presiding Officer shall vote only to break a tie.
SEC. 2. - In the event of the inability of the SK Chair to preside over the session, the SK
Kagawads present shall choose among themselves a temporary presiding officer.
SEC. 1. Composition. The Sangguniang Kabataan Council, shall be composed of the SK Chair
as presiding officer, and the seven (7) regular Sangguniang Kabataan members elected at
large.
SEC. 2. The powers, duties, and functions of the Sangguniang Kabataan are provided for by
RA 10742 as amended by RA 11768
SEC. 1 – Barangay Secretary. (The appointment, qualifications, powers and duties of the
barangay secretary are provided for by RA 10742 amended )
SEC. 2 - Barangay Treasurer. ( appointment, qualifications, powers and duties of the
barangay treasurer are provided for by RA 10742 amended)
That the Sangguniang Kabataan treasurer and secretary must be at least eighteen
(18) years but not more than thirty (30) years of age on the day of the
appointment:
That the Sangguninang Kabataan chairperson shall appoint a treasurer with an
educational or career background relating to business administration,
accountancy, finance, economics, or bookkeeping:
That only if no person meets the requirements can the Sangguniang Kabataan
chairperson consider other suitable nominees:
SEC. 4. In the event of reorganizing the Committees, the Chairmanship and Membership of
the committee shall be determined by a majority vote of all the members of the SK Council.
SEC. 5. The powers, duties, and functions of the following committees are as follows:
1. COMMITTEE ON BUDGET AND FINANCE - With jurisdiction regarding all matters relating to
budget, appropriation and the expenditure of funds as found in the Annual Budget and
Supplemental Budgets of the SK.
2. COMMITTEE ON GOVERNANCE - has jurisdiction on ensuring that youth have equal and
equitable chances of running and voting for government office, are empowered to exercise
their right of suffrage responsibly and right to run for elections and uphold the principles of
government practices which are efficient, effective, free from graft and corruption and
innovative
11. COMMITTEE ON AGRICULTURE – has jurisdiction over the youth being atively involved
in food security efforts through modernized and transformed agriculture sector and in
promoting agricultural development other similar functions.
SEC. 2 – Venue of meetings – meetings of the SK COUNCIL shall be held at the Session Hall
of the Sangguniang Barangay or at the venue agreed upon or provided in the notice.
SEC. 3 - Special Meetings. A special meeting may be called by the SK Chair or by at least 4
members of the SK Council. by giving written notice of the date, time, place and agenda of
the meeting, which can be sent either through personal delivery, registered mail, fax or
email and all other Social Network Sites (SNS) to all members, and must be received at least
twenty-four (24) hours from the date and time of meeting.
SEC. 4 The Sangguniang Barangay and the Municipal or City Youth Development Council
shall be furnished with notices of regular and special meetings and the minutes of the
meetings thereafter.
SEC. 5. - Start of Meetings. About fifteen minutes before the appointed time of the session,
the Secretary shall inform all the members of the SK Council to be present at the session
hall. After which he or she shall inform the Presiding Officer that the session can
commence.
SEC. 6. - Attendance. Every member of the Sangguniang Kabataan council shall be present
in all meetings. They may be excused only for the following reasons: a) When a member is
sick or force majeure; b) On Official leave of absence and; c) On Official Business;
SEC. 7. – Attire and Decorum. All members shall be in cassual attire during meetings.
Members of the SK Council shall observe courtesy and utmost respect for each other. They
must observe proper decorum during all proceedings and deliberations.
SEC. 8 – Notice of meeting. The SK Secretary shall send a notice of meeting, both regular
(when rescheduled on a different date as set in the internal rules) and special, at least
twenty-four (24) hours prior to the date and time of schedule.
SEC. 9. - Motion to Adjourn. At any time after the roll call has been completed, a motion to
adjourn shall be in order if approved by all those present and as such all deliberations shall
be suspended.
SEC. 10 – Quorum. The presence of the majority of all the members of the Sangguniang
Kabataan council including the Chairman shall constitute a quorum to transact official
business. As a general rule, quorum is interpreted to mean one half plus one (50% + 1) of
the entire members. If there is no quorum, the Presiding Officer may declare a recess of not
more than thirty minutes and wait for other members to come; or the majority of the
members present may move to adjourn the session from time to time or day to day. The
Presiding Officer may moto propio or upon proper motion from the floor duly adopted by
the body, declare the meeting adjourned for lack of quorum.
SEC 11. Determination of majority and two third votes. In the determination of majority or
two thirds votes in approving resolutions and motions the presiding officer shall be
excluded in the computation and the computation shall be based on actual number of SK
Council Members. (ex 8 members including the SK Chair quorum is five (5). Majority vote is
four (4),and 2/3 vote is six (6)

SEC. 1. – Rules may be suspended, on the motion of any of the members and affirmative 2/3
vote of all present members of the SK Council, for the sole purpose of the question or
matter pending at the time the motion for which said suspension is made. Rules may also
be suspended to allow any official guest or visitor to take on the floor during a point of
inquiry.
SEC. 1. Any member of the SK Council for disorderly conduct or incurs absences without
justifiable cause for beyond three consecutive regular sessions, may be censured,
reprimanded or ordered removed from the SK council venue upon vote of 2/3 of all actual
members present.
SEC. 2 This is without prejudice to the filing of administrative case before the Sangguniang
Bayan who can suspend for not more than six (6) months or remove from office by
majority vote of all Sanggunian members, on any of the following grounds:
(a) Absence from the regular meeting of the Sangguniang Kabataan without valid
cause for two (2) consecutive times or accumulated absences of four (4) within a period of
twelve (12) months;
(b) Failure to convene the regular semestral assembly of the Katipunan ng Kabataan
for two (2) consecutive times;
(c) Failure to convene the regular Sangguniang Kabataan meetings for three (3)
consecutive months in the case of the Sangguniang Kabataan chairperson;
(d) Failure to formulate the Comprehensive Barangay Youth Development Plan and
the Annual Barangay Youth Investment Program, or approve the annual budget within the
prescribed period of time without justifiable reason;
(e) Failure to implement programs and projects outlined in the Annual Barangay
Youth Investment Program without justifiable reason;
(f) Four (4) consecutive absences during the regular Sangguniang Barangay sessions
without valid cause in the case of the Sangguniang Kabataan chairperson;
(g) Conviction by final judgment of a crime involving moral turpitude; and violation
of existing laws against graft and corruption and other civil service laws, rules and
regulations; and
(h) Failure in the discharge of his or her duty or has committed abuse of authority.
SEC. 1. These internal rules of procedure may be amended at any regular session by a 2/3
vote of all the SK Council members present.
SEC. 3 – Agenda for the KK Assembly – The KK Assembly shall have the following agenda:
(a) Identification of priority projects for the formulation of the CBYDP
(b) Formulation of Action Plan accompanied with budget
(c) Update and validate Katipunan ng Kabataan Membership; and
(d) Discuss issued and concerns raised by the Katipunan ng Kabataan.
SEC. 1. In the performance of their duties enumerated under Sections 8, 14, and 15 of RA
No. 10742 and RA 11768, the SK Officials shall each receive a monthly honorarium,
chargeable against the SK funds, in addition to any other compensation provided by RA No.
11768, and shall be granted at the end of the month.
Other compensation not authorized by the Act, such as Mid-Year Bonus, Year-End Bonus,
Clothing/Uniform Allowance, and other unauthorized benefits/allowances, shall not be
granted to the SK Officials.
As such, the SK chairperson shall no longer be entitled to receive any honorarium charged
against the regular SK funds, except those funded by higher-level LGUs.
SEC. 3. The amount of the monthly honorarium of the SK Officials shall be subject to their
attendance at SK meetings, deliberations, and official activities of the SK.
SEC. 4. The monthly honorarium shall be pro-rated based on the actual work and/or
attendance vis-a-vis the work and/or meeting schedule or performance standards as may
be prescribed under the following:
(a) Half of the monthly honorarium shall depend on the actual attendance of the SK
Official on regular meetings.
(b) The other half shall depend on the actual attendance on special meetings, on
activities as contained in the LYDP, ABYIP, those required by law, regulations,
issuances of concerned government agencies and other activities as agreed upon by
the council.
(c) The secretary shall record the attendance of all concerned officials in the above-
mentioned activities and shall provide the same as an attachment which will serve
as basis for the computation of honoraria of each member.
SEC. 5. The monthly honorarium to be received by SK Officials shall not exceed the rate
equivalent to Salary Grade (SG) 9, Step 1 in the salary schedule implemented by the city or
municipality where the barangay belongs.
In no case shall the monthly honorarium exceed the actual monthly compensation received
by the SK chairperson.
SEC. 6. The monthly honorarium of the SK Officials shall be monitored by the Budget
Monitoring Officer in a separate budget registry for Personal Services (PS) and recorded in
the appropriate registers being maintained by the SK Treasurer. The amount to be
allocated for PS shall not be more than twenty-five percent (25%) of the SK funds.
For this purpose, SK funds shall refer to the: (i) ten percent (10%) of the general fund of the
mother barangay that is set aside for the SK for the budget year; and (ii) other funds
accruing to the general fund of the SK, such as the proceeds from their fund-raising
activities pursuant to Section 8 (e) of RA No. 10742, as amended by Section 1 of RA No.
11768, provided that such proceeds are not mandated to be used for specific program(s),
project(s), or purpose(s).
SEC. 7. If the prescribed rate of the SG cannot be fully provided, the proportionate and
uniform monthly honorarium shall be determined and approved by the SK through a
resolution.
SEC. 8. The total honorarium to be included in the SK Annual Budget shall cover SK
Officials, whether the SK position is filled or vacant.
SEC. 10. The council shall ensure that funding priorities in the determination of the
amount of honorarium will be given to the entitled SK Officials. It must be understood that
the council shall prioritize in the allocation of funds the delivery and implementation of
local youth development and empowerment programs, projects, and activities (PPAs)
pursuant to Section 20 (c) of RA No. 10742, as amended by Section 6 of RA No. 11768.
SEC. 11. The grant of honorarium to entitled SK Officials charged against the SK funds shall
be subject to pertinent budgeting, accounting and auditing laws, rules, and regulations.
SEC 1. In case a Sangguniang Kabataan chairperson refuses to assume office, fails to qualify,
voluntarily resigns, dies, is permanently incapacitated, is removed from office, the
Sangguniang Kabataan member who obtained the highest number of votes in the election
immediately preceding shall assume the office of the chairperson, for the unexpired portion
of his or her term. In case said member refuses to assume the position or fails to qualify, the
Sangguniang Kabataan member obtaining the next highest number of votes shall assume
the position of the chairperson for the unexpired portion of their term: Provided, That, if
the reason for the vacancy does not fall under the conditions stated above, the mayor of the
concerned barangay shall appoint an officer-in-charge (OIC) from a list of at least three (3)
nominees as submitted by the Sangguniang Kabataan members: Provided, further, That the
appointed OIC must meet the qualifications set under Section 10 of RA 11768.
RULE XIV. MISCELLANEOUS PROVISIONS
SEC. 1. Repealing Clause. All previous Internal Rules of Procedure passed by the previous
SK are hereby repealed, amended or modified accordingly.
SEC. 2. Separability Clause. - If, for any reason or reasons, any part or provision of this IRR
shall be held to be unconstitutional or invalid, other parts or provisions hereof which are
not affected thereby shall continue to be in full force and effect.
SEC. 3. Effectivity Clause. - This Internal Rules of Procedure shall take effect after its
approval by the majority members of the SK Council.
