ADB Case Study
The Asian Development Bank's (ADB) Procurement and Contracts Administration Division (CSPC),
Corporate Services Department manages the previously mentioned Request for Proposal for ADB's
initiative, the Post-Pandemic Travel Enhancement Initiative. Its principal role is to handle the procurement
of ADB goods and services in order to serve their institutional needs, in coordination with ADB and their
respective travelers. They are primarily responsible for evaluating bid proposals in relation to the RFP.
What do you call the group from ADB who is assigned to handle the company’s travel requirements?
Please cite the page number of the RFP where you derived your answer.
The Travel Unit (CSIS-Travel) is the ADB group with whom they collaborate on travel management and
travel requirements. It is mentioned on the first page of the document, under the heading "Background of
the Request for Proposal." It was not clearly stated on parts of the document where the travel requirements
were specified, but they are the group focusing on trip management particularly.
As part of the improvement of the Travel Management process of ADB, what 2 tools did the RFP
mention that ADB will be rolling out soon for implementation?
The ADB is said to be upgrading its travel operations and is currently in the middle of a deployment of
Concur Travel and Expense and Virtual Credit Cards as part of a bigger program. Similarly, it encompasses
the purchase and fulfillment of Travel services and similar categories as indicated in the tools.
What can you say about ADB’S culture based on the bidding process, policy on anti-corruption
policy, conflict of interest and penalties on collusion?
Based on ADB's presented overall bidding process among interested bidders, as well as their anti-
corruption policy, conflict of interest, and inclusions of penalties onc illusion, it appears that ADB is strict
when it comes to bidders performing collusion, as well as prioritizing bidders with proper history of
overall member performance and clean records for the technical and financial sectors, as indicated in their
proposals. Aside from considering the best bidders with these qualifications, they also seek to ensure that
the bidders are not involved in any corrupt practices before being accepted as an eligible bidder, and even
after they are selected by ADB, they have the right to be disqualified if they fail to provide the required
documents to prove their integrity.
Who is ADB? What is the potential travel business that ADB has shared in the document? Please
cite the page number of the RFP where you derived your answer.
The Asian Development Bank, or ADB as it is referred to in the paper, is a multilateral development agency
that includes business travel as one of its primary formal functions in relation to its purpose. Following the
pandemic, the ADB intends to reinvent its company through the Post-Pandemic Travel Enhancement
Initiative, which they expect to continue for the following five years. It is notably mentioned on the 12th
page of Appendix 1 of the Asian Development Bank's Terms of Reference (TOR) for the Post-Pandemic
Travel Enhancement Initiative.
What is the purpose and objective of the RFP?
The RFP allows the ADB to determine eligible bidders and choose who will provide the right to perform
their initiatives and services based on the submitted proposals. These proposals demonstrate the
performance of the members in order to determine whether they are capable of performing the service and
to select the best submitted proposal in connection to the program's aims.
