Exercise 1. Answer the following questions about the Constitution of the US:
1. What is the political system of the USA?
The United States is a constitutional federal republic, in which the president (the head of state
and head of government), Congress, and judiciary share powers reserved to the national
government, and the federal government shares sovereignty with the state governments.

2. What are the three levels of government in the country?


The three levels of government are the national level, the state level, and the local level. Each of the
three levels have all three of the branches of government. The national government is located in
Washington D.C. In the national government, the president is the leader of the executive branch.

3. When was the Constitution of the USA created and what does it contain?
Written in 1787, ratified in 1788, and in operation since 1789, the United States Constitution is the
world’s longest surviving written charter of government. Its first three words – “We The People” –
affirm that the government of the United States exists to serve its citizens.

4. What is the Bill of Rights?


The Bill of Rights is the informal name for the first ten amendments to the US Constitution, which
establish the fundamental rights and freedoms of man and citizen and provide a mechanism for their
implementation.

5. How can the Constitution be changed?


The Constitution can be changed through the amendment process outlined in Article V. This process
requires a proposal of an amendment by either two-thirds of both houses of Congress or by a
convention called for by two-thirds of the state legislatures. The proposed amendment must then be
ratified by three-fourths of the state legislatures or by conventions in three-fourths of the states.

6. What does the “separation of powers” mean?


The U.S. Federal Government is made up of three branches: legislative, executive and judicial.

Exercise 2. How do the three branches of government cooperate? Fill in the diagram and describe
the system of checks and balances in the government of the US.
The Constitution of the United States divides the federal government into three branches: legislative,
executive, and judicial. This ensures that no individual or group will have too much
power.

The ability of each branch to respond to the actions of the other branches is the system of checks and
balances.
Each branch of government can change acts of the other branches:

The president can veto legislation created by Congress. He or she also nominates heads of federal
agencies and high court appointees.
Congress confirms or rejects the president’s nominees. It can also remove the president from office in
exceptional circumstances.
The Justices of the Supreme Court, nominated by the president and confirmed by the Senate, can
overturn unconstitutional laws.
