Abstract: The pursuit of higher education abroad has become increasingly popular among Indian students, leading to a
significant growth in the overseas education consulting industry in India. This research paper examines the changing
landscape of overseas education consulting in India, focusing on emerging trends and best practices that have shaped
the industry in recent years.

1. INTRODUCTION: OVERVIEW OF THE OVERSEAS EDUCATION CONSULTING INDUSTRY IN INDIA

Overseas education consulting has become a booming industry in India over the past decade. With an increasing number
of Indian students aspiring to study abroad, the need for professional guidance and support during the application
process has become crucial. This has led to the growth of a multi-billion dollar industry of overseas education
consultants in India. According to the Leap-Ipsos Study Abroad Outlook Report 2022, the Indian overseas education
market is projected to hit $100 billion by 2025.1

The reasons behind the growing trend of Indian students opting to study abroad are varied, ranging from the desire for
quality education to better job prospects. A report by the UNESCO Institute for Statistics states that India is one of the
top countries in the world with the highest number of outbound international students. 2 In 2022, approximately 250
Thousand Indian students enrolled in higher education institutions abroad.3 This is expected to grow in the coming
years, with an increasing number of Indian students looking to gain international exposure and acquire skills that are in
high demand in the global job market.

However, with the growing demand for overseas education consulting services, the industry has also faced challenges
such as lack of regulation, fraudulent practices by unscrupulous consultants, and the need for standardization of services.
As a result, the Indian government has taken several measures to regulate the industry and ensure the safety and welfare
of students.

In this paper, we will provide an overview of the overseas education consulting industry in India, including its historical
evolution, current trends, and future outlook. We will also explore the challenges faced by the industry and best practices
for success. The research is aimed at providing valuable insights for stakeholders in the industry, including consultants,
students, and educational institutions. By understanding the changing landscape of overseas education consulting in
India, we hope to contribute to the development of a more efficient, reliable, and ethical industry.

2. HISTORICAL OVERVIEW: EVOLUTION OF OVERSEAS EDUCATION CONSULTING IN INDIA

The history of overseas education consultancy in India dates back to the early 20th century and is extensive and diverse.
The demand for higher education abroad among Indian students has been steadily increasing over the years. However,
the idea of abroad education consulting didn't take off until the 1990s, when India implemented economic liberalization
laws and policies. The liberalization policies resulted in increased exposure to global education, and students were keen
to explore study opportunities abroad.

Initially, there were just a select few participants in the foreign education consulting market who offered fundamental
and basic knowledge on study opportunities abroad. These players were primarily focused on providing information on
the admission process, visa formalities, and other logistical aspects of studying abroad. However, the consulting sector
developed to offer a wider range of services as the need for international education grew.

A new generation of consultants with more individualized and personalized services, like counseling, exam preparation,
and application assistance, began to appear in the early 2000s. These consultants assisted candidates in through the
difficult admissions procedure, which frequently included numerous rounds of testing and interviews. They also helped
students identify the best-fit universities based on their academic profiles, career goals, and financial constraints.

With the increasing competition among Indian students for admissions to top global universities, overseas education
consultants began to focus on building stronger networks with universities and colleges abroad. This allowed them to
keep up with the changing admission requirements and offer more effective application strategies to their clients.

India's sector for international education consulting has seen a rise in the use of technology recently to provide
innovative and effective services. Online counseling, virtual tours, and webinars have become commonplace, allowing
students to access study opportunities abroad from the comfort of their homes.

According to a report by the Indian Brand Equity Foundation (IBEF), the number of Indian students studying abroad
has increased at a compound annual growth rate (CAGR) of 10% between 2014 and 2019. 4 Additionally, the increasing
demand for study abroad opportunities among Indian students has led to the emergence of new players in the consulting
industry, offering specialized services in areas such as career counseling, language training, and pre-departure services.

A study by the market research firm Ken Research found that the overseas education consulting market in India is
expected to grow at a CAGR of 14% between 2020 and 2025.5 The report also emphasizes the rise in demand for
consultancy services that are specifically tailored to students' requirements and interests.

In general, the development of overseas education consultancy in India has been characterized by a consistent rise in
demand for study abroad possibilities together with a rising desire for more personalized and comprehensive services.
The industry has come a long way from its early days of providing basic information to students and has now matured
into a thriving industry, serving the needs of a large and diverse student population.

INDIA

For many years, India has been a significant source of international students, with an increasing number of Indian
students choosing to pursue higher education overseas. According to data from the Ministry of External Affairs,
Government of India, over 13,24,954 Indian students were studying abroad in 2022.6 This growth is mainly driven by
the increasing aspirations of students and parents for higher education in prestigious universities abroad, as well as the
increasing number of Indian students who are opting to study overseas.

In 2019, India was the second-largest source of international students in the world, with around 753,000 students
studying abroad.7 The United States was the top destination for Indian students, followed by Canada, the United
Kingdom, Australia, and Germany.8 Furthermore, the number of Indian students studying abroad is expected to increase
in the coming years due to various factors, including the increasing number of students in India, the limited number of
seats in prestigious universities in India, and the growing preference for international exposure.

In India, the market for overseas education consulting has expanded quickly in response to the rising demand for
international education. In India, the market for consulting services for international education is expected to grow at a
CAGR of 5.37% between 2022 and 2027 according to Technavio. 9 The size of the market is forecast to increase by
USD 6,77.89 million.10 Increased awareness of the advantages of studying abroad among Indian students and parents,
increased disposable incomes, and the expansion of English-language institutions and colleges in non-English-speaking
nations are some of the factors contributing to this growth.

With several small and mid-sized consulting firms operating all throughout India, the market for international education
consulting is highly fragmented. However, the market is gradually consolidating, with a few large players emerging as
dominant players. These companies offer a wide range of services, including university selection, admission assistance,
test preparation, visa processing, and post-landing services such as accommodation and job search assistance.

Diversity and inclusivity have become increasingly important in recent years in the field of overseas education
consulting. Many consultants are now concentrating on offering advice to students from underrepresented communities,
such as students from lower socioeconomic backgrounds, students with disabilities, and students from rural areas, as a
result of the growing awareness of the significance of diversity and inclusivity in education. Additionally, there is also
a growing trend towards providing personalized guidance and support to students, taking into account their individual
needs and preferences.

The changing landscape of overseas education consulting in India has also been impacted by technological
advancements. Students and parents now have access to a plethora of resources about colleges and courses abroad
thanks to the expanding selection of internet resources and tools. As a result, there has been a shift towards offering
additional value-added services, like help with visa applications, financial aid, and accommodation. Additionally, a
number of consultants are increasingly using technology to provide students remote counseling and support, allowing
them to access services from the comfort of their homes.

In conclusion, the market for overseas education consulting in India is expected to continue to grow in the coming years,
driven by the increasing demand for higher education abroad. The market is becoming increasingly competitive, with
several players entering the market, and there is a growing emphasis on diversity and inclusivity. The impact of
technological advancements is also evident, with consultants leveraging technology to provide personalized and value-
added services.

4. CHALLENGES AND OPPORTUNITIES: KEY CHALLENGES FACED BY INDIAN COLLEGE CONSULTANTS AND
OPPORTUNITIES FOR GROWTH

As the demand for higher education abroad continues to grow among Indian students, the role of college consultants
has become increasingly important. College consultants provide a range of services to students and their families,
including advising on college selection, guiding students through the application process, and helping with test
preparation and visa applications. However, the Indian college consulting market faces several challenges, including
limited awareness among the Indian student population, competition from other consultants, and high expectations from
clients. Despite these challenges, there are also many opportunities for growth and success in the industry.

"As an overseas education consultant, my advice to my fellow consultants would be to always remember the power of
empathy. We are not just dealing with applications, we are dealing with young minds who are at a crucial point in
their lives. It is important to understand their individual needs and motivations and guide them accordingly.

Secondly, it's easy to get caught up in a copy-paste approach when dealing with numerous applications, but we must
push ourselves to constantly read and personalize each application based on the student's unique profile. We must
encourage our students to explore their own interests and passions, and help them create highly customized activity
sets that truly reflect who they are. By doing this, we are not just helping them with their application, but also
empowering them to become confident, self-aware individuals.

Finally, we must remember that parents play a vital role in their child's journey. We must communicate with them,
involve them in the process, and address their concerns. By working together, we can create a positive and supportive
environment that helps our students achieve their dreams of studying abroad."

1. Increasing competition: The number of overseas education consultants in India has been steadily increasing
over the years, which has led to intense competition. The education consulting market is poised to grow by $
677.89 million during 2023-2027, accelerating at a CAGR of 5.37% during the forecast period, according to a
report by ResearchAndMarkets. 11 This indicates that the market is becoming increasingly competitive, making
it difficult for new entrants to establish themselves.
2. Shifting policies and regulations: The policies and regulations around overseas education are constantly
changing, which can create challenges for education consultants. Changes in visa policies, for instance, may
have an effect on the number of students who are able to pursue studies abroad, which may have an impact on
the need for education consultants. Additionally, there may be changes in the eligibility criteria for scholarships
or loans, which education consultants need to stay up-to-date on in order to provide accurate information to
their clients.
3. Lack of standardization: There is a lack of standardization in the education consulting industry, with varying
levels of quality and expertise among consultants. This can make it challenging for students and families to

identify the best practices that can help consultants succeed in this competitive market. Here are some strategies and
practices that can lead to success:

1. Building Strong Relationships with Clients:


Success in the overseas education consulting sector depends on developing strong relationships with clients.
According to a study by the International Education Consultants Association (IECA), students and families
cited a consultant's ability to communicate effectively and understand their needs as the most important factors
in their decision to work with a consultant. 15 Communication with clients should be a top priority for
consultants, and they should take the initiative to address their needs and concerns. This can lead to higher client
retention rates and positive referrals, which are critical for building a successful consulting business.

2. Staying Up-to-Date on Industry Trends and Policies:


In the rapidly changing field of overseas education consulting, staying up-to-date on industry trends and policies
is essential. This entails staying up to date with adjustments to visa rules, chances for scholarships, and patterns
in the enrollment of overseas students. According to a survey by ICEF Monitor, 60% of education agents
surveyed stated that keeping up with changes in visa regulations is their biggest challenge. 16 Consultants can
better serve their clients and keep a competitive edge if they stay informed of industry changes and customize
their strategies accordingly.

Offering specialized services that are catered to the individual requirements of each client is one of the top
practices in the overseas education consulting sector. This includes tailoring advice based on the client's
academic background, career goals, and financial situation. A study by QS Enrolment Solutions found that
students who received personalized counseling from education consultants were more likely to enroll in their
desired institution and reported higher levels of satisfaction with the application process. 17 By providing

In conclusion, the overseas education consulting industry is both fiercely competitive and constantly changin. However,
by implementing these best practices, consultants can build strong relationships with clients, stay up-to-date on industry
trends and policies, offer customized services, develop strong partnerships, and maintain ethical and transparent
business practices. By doing so, consultants can increase client satisfaction, build a positive reputation, and achieve
long-term success in the industry.

6. TYPES OF COLLEGE CONSULTING IN INDIA: INDEPENDENT VS AFFILIATED

There are two kinds of college consulting services in India: independent and affiliated. Independent consultants operate
on their own and offer advice to students based on their expertise and experience whereas affiliated consultants work
with a particular organization or agency and provide guidance to students in accordance with the organization's policies
and guidelines.

According to a recent report by Technavio, the Indian education sector is expected to grow at a CAGR of over 22%
from 2019-2023.20 This growth is expected to increase the demand for overseas education consulting services in India.
As a result, many independent and affiliated consulting firms have emerged in the market to cater to this demand.

Independent college consulting services are reputed for offering customized services to their clients. They typically
have a small team that works closely with students and parents to understand their individual needs and preferences.
Independent consultants also have the flexibility to work with a wide range of universities and colleges, both in India
and abroad, to help students find the most suitable options.

However, independent consulting firms may find it challenging to gain visibility and credibility in a competitive market.
They may not have the same brand recognition as established firms, and may have to work harder to establish a
reputation for themselves. Additionally, independent consultants may have limited resources and may not be able to
provide the same level of support and resources as larger organizations.

On the other hand, affiliated college consulting services usually have a larger team and work with a specific set of pre-
approved universities and colleges. This can restrict the range of options for students and result in a less personalized

However, affiliated consulting firms may also have some limitations. They may have less flexibility in their offerings
and may need to adhere more strictly to company policies and procedures. Additionally, there may be more competition
among affiliated consultants within their own organization as they compete for clients and resources.

According to Indian Brand Equity Foundation (IBEF),the education market in India is expected to amount to US$ 225
billion by FY25.21 This rapid growth has led to increased competition in the college consulting industry and has forced
both independent and affiliated consulting firms to constantly evolve and innovate to stay ahead.

It is important to note that Choosing between independent and affiliated college consulting services depends on the
specific needs and preferences of the student and their family. Factors such as budget, desired level of personalization,
and availability of resources should all be taken into consideration when choosing a college consulting service.

In conclusion, both independent and affiliated college consulting services have their unique characteristics in India.
They both have a role to play in the evolving field of overseas education consulting, and with the continuing growth of
the education sector in India, new opportunities and challenges are expected to arise in the industry in the future.

7. FUTURE OUTLOOK: PREDICTIONS AND FORECASTS FOR THE FUTURE OF OVERSEAS EDUCATION
CONSULTING IN INDIA

The demand for overseas education consultants in India is projected to increase in the next few years due to a rising
number of students looking to study abroad. This trend is expected to lead to significant growth in the overseas education
consulting industry. Here are some predictions and forecasts regarding the industry's future.

● Increased Demand: According to a report by the RedSeer, estimates that the number of Indian students opting
for higher education abroad grew from 440,000 in 2016 to 770,000 in 2019 and is set to grow to roughly 1.8
million by 2024.22 This indicates a significant increase in demand for overseas education consultants who can
provide guidance and support to students seeking admissions in foreign universities.

● Focus on Personalized Services: With the growing competition in the overseas education consulting industry,
it is anticipated that consultants will place greater emphasis on delivering personalized services to students.
This may involve providing tailored counseling sessions, customized study plans, and guidance with the
application process. According to a poll conducted by Hotcourse India’s, students in India prefer one-to-one
counseling sessions with consultants. 23

● Rise in Online Services: It is predicted that the overseas education consulting industry will experience an
increase in online services due to technological advancements. According to a report by BusinessWire, the
online education market is expected to reach INR 325.48 Bn by 2026, expanding at a compound annual growth
rate (CAGR) of ~17.19% during the 2021-2026 period.24 This offers a significant opportunity for overseas
education consultants to use digital platforms to provide their services.

competition among consultants will increase. This means that consultants will need to differentiate themselves
by offering unique and high-quality services to attract students.

In conclusion, the overseas education consulting industry in India is poised for growth in the coming years. To be
successful, consultants will need to adapt to the changing market dynamics and provide personalized, high-quality
services to meet the evolving needs of students.

8. CONCLUSION: SUMMARY OF KEY FINDINGS AND IMPLICATIONS FOR THE INDUSTRY

requirement for tailored services that meet the diverse needs of students. Through our research, we have identified key
trends and best practices that are critical for success in this industry.

Firstly, it is important for consultants to be empathetic and to make the process personalised and focused on the
individual needs of each student. Our case studies have shown that successful firms such as Yocket and Reach Ivy have
achieved this by leveraging technology to offer personalised guidance and support.

The second key trend for success in the overseas education consulting industry in India is to avoid using a one-size-fits-
all approach and instead help students create tailored activity sets based on their individual interests and goals. This
requires a constant effort to stay up-to-date with the latest developments in the field, as well as a willingness to push
themselves to explore new approaches and strategies.

Finally, it is crucial for consultants to understand that their services extend beyond just the student and to engage parents
in the process. Our research has revealed that successful consultants like Viral Joshi have accomplished this by keeping
parents informed through regular updates and including them in important decision-making processes.

Looking to the future, the overseas education consulting industry in India is poised for continued growth as the country's
economy and education system continue to develop. However, this growth also highlights the need for increased
regulation and oversight to ensure that students receive high-quality services. As such, we recommend that industry
