equitable”

THE SILK ROAD has traditionally referred to the routes of trade and cultural
exchange that have linked the major civilizations of Asia, Europe, and Africa for more
than two millennia, contributing greatly to the prosperity and development of the
countries along the routes. For untold generations, the Silk Road was a symbol of
communication and cooperation between the East and the West. The Silk Road spirit
of ‘peace and cooperation, openness and inclusiveness, mutual learning and mutual
benefit’ is not only a part of the historic and cultural heritage we have received from
Eurasia’s diligent and courageous ancestors but is also of particular importance to the
world today. It all started when When President Xi Jinping visited Central and
Southeast Asia in the Autumn of 2013, he introduced the idea of jointly building the
Silk Road Economic Belt and the twenty-first-century Maritime Silk Road. These
later came to be called the ‘Belt and Road’ initiative and soon received close attention
from countries around the world. The ‘Belt and Road’ initiative inherits the ancient
Silk Road spirit and manifests China’s commitment to taking on more responsibilities
within its capacity. The world has a large infrastructure gap constraining trade,
openness, and future prosperity. Multilateral development banks (MDBs) are working
hard to help close this gap. Most recently China has commenced a major global effort
to bolster this trend, a plan known as the Belt and Road Initiative (BRI). China and
economies that have signed cooperation agreements with China on the BRI
(henceforth BRI-participating economies1 ) have been rising as a share of the world
economy. The BRI is overseen by the “Leading Group” for promoting its work hosted
by the National Development and Reform Commission (NDRC) which oversees and
coordinates all BRI projects (including inter alia with the Ministry of Commerce
(MOFCOM), the Ministry of Foreign Affairs (MFA), and the Development Research
Centre of the State Council (DRC)).

The ‘Belt and Road’ initiative aims to encourage broad cooperation. It covers all of,
but is not limited to, the area of the ancient Silk Road. It seeks to engage all states, as
well as international and regional organizations so that the results of future concerted
efforts can benefit a wider area. Its priorities and mechanisms were clearly expounded
by the “Vision and Actions on Jointly Building the Silk Road Economic Belt and the
twenty-first-century Maritime Silk Road,” issued by the Chinese government in
March 2015. The initiative is inclusive and advocates respect, tolerance, and dialogue
among civilizations and countries at different stages of development.

Moreover, The delegate Demands countries such as the USA to realize this act and
cooperate with BRI for Interconnectedness and achieving sustainable development as
it promotes practical cooperation in all fields and aims to build a community of shared
interests, destiny, and responsibility within the context of enhancing political trust,
economic integration, and cultural inclusiveness.

- Requests for UN members to recognize the BRI as a globalization act from China

- Demands for countries such as the USA to realize this act and cooperate with BRI for

Interconnectedness and achieving sustainable development

- Demands the cooperation of the USA and allies countries to cooperate with the Belt and Road

Initiative for diversity and inclusiveness

- Request The UN to recognize the BRI as an act that brings international cooperation, Economic

growth alongside lower-income countries, reduces poverty, sustainable development, and creates

an environment of the partnership between countries.
