PART I

GENERAL INSTRUCTIONS

5. Indian Naval Academy is located at Ezhimala which is located in Kannur district of the
State of Kerala. The name ‘Ezhimala' is believed to have been derived from the seven hills
('Ezhu' means seven and 'Mala' means hill in Malayalam) that dominate the skyline of this
area. The topography of Ezhimala, with Mt Dilli abutting the Arabian Sea, has since ancient
times inspired numerous legends. Once such legend is connected with the Ramayana, which
says that Hanuman while carrying Rishabadri Mountain, which had ‘Mrita Sanjivani’ and
medicinal plants, for saving the life of Lakshamana during the epic war, dropped a piece of
the mountain into the sea and that place came to be known as Ezhimala. It is also believed
that Ezhimala still possesses these rare medicinal plants.

6. History. Ezhimala is a land embellished with myths and moulded by legends.

Nestled between the magnificent Mount Dilli and the mighty Arabian Sea, its historical
significance dates back to the Sangam period. The region is mentioned in ancient poetic
Sangam literature, which encompasses the journey of the entire Tamilagam region, spread
over the first five centuries of the Common Era (CE). It is also widely believed that
Vasco De Gama, the emissary of king Manuel I, during his transit to Calicut port in 1498 used
Mount Dilli as a navigational mark to close in to the Malabar coast.

7. Location. Indian Naval Academy, Ezhimala is situated approximately 35 km North of

Kannur (Cannanore) and 135 km South of Mangalore, on the West Coast of peninsular India.
The various means of reaching INA are as follows: -

(a) Rail. The nearest railway station from the Academy is Payyanur (station code
PAY) which is only 05 km away from the Academy. Candidates arriving from various
destinations should disembark at Payyanur Station. Details of trains to/ from Payyanur
is covered in Appendix ‘A’.

(b) Road. In terms of road connectivity, Payyanur town is situated along National
Highway 66 between Mangalore and Kannur, thereby providing adequate road
connectivity. There are regular state government and private bus services connecting
Payyanur to Kannur and Mangalore. Trainees arriving by bus are to disembark at
Payyanur bus stand (located within Payyanur town, about four km from railway station
and 9 Km from INA).

(c) Air. Payyanur does not have an airport. Kannur International Airport (Station
Code CNN), located about 50 Km south of Payyanur is the nearest airport. The other
two international airports Mangalore (Station Code IXE) and Kozhikode (Station Code
CCJ) are located about 135 Km north and 165 Km south of INA respectively. Both
Mangalore and Kozhikode are well connected with Payyanur by road and rail.
Personnel arriving at Kannur International Airport need to hire a taxi cab for travelling
to INA (approx cost ` 2000/-).

8. Climate. Ezhimala has a tropical climate. Exceptionally heavy rainfall is experienced

during monsoons, which last from May/ June to December. The summer months i.e. from
March to May/ June are hot and humid. The period between months of January to March is
5

mild. Average annual rainfall is about 350 cm and temperatures range between 21° to 31° C
during November to February and 27° to 38° C in summers. The relative humidity in the area
is fairly high through the year.

9. Languages Spoken. Malayalam is the lingua franca of the area. However, English
can be understood and spoken by majority of the local population. Hindi is understood, but not
widely spoken by the local populace. At the Academy, you would be expected to
communicate only in English.

PREVENTION OF RAGGING CERTIFICATE TO BE SIGNED BY PARENT/GUARDIAN OF

CANDIDATE AND HANDED OVER BY CANDIDATE AT INDIAN NAVAL ACADEMY,
EZHIMALA

1. We hereby certify that we are aware that INA follows a zero tolerance policy towards
ragging. Ragging is defined as “any disorderly conduct, whether by words, spoken or
written or by an act which has the effect of teasing, treating or handling with rudeness
any person, indulging in rowdy or undisciplined activities which cause or are likely to
cause annoyance, hardship or psychological harm or to raise fear or apprehension
thereof in a fresher or a junior under-trainee officer and which has the effect of causing
or generating a sense of shame or embarrassment so as to adversely affect the psyche
of a fresher or a junior under-trainee officer”.

2. We fully understand that, any incident of ragging reported to us by our ward or inferred
by us while interacting with him/her will be reported to the authorities at INA. We also agree
that we have advised our ward not to indulge in any form of ragging.

3. We also fully understand that our ward will be required to undergo tough military
training at INA, as a consequence of which he will endure physical and mental
discomfort. We are aware that corrective measures by senior cadets to juniors are an
integral part of training in a military academy to bring in concepts of discipline amongst
the cadets and are a process of 'mentoring and grooming', and therefore, he/she will
be undergoing such corrective measures during training at INA. They also build core
strength and cause physical discomfort, without bringing any injury, humiliation or
insult, so as to maintain discipline in the academy. Hence, we agree that authorised
corrective measures to a junior by a senior are not an illegal act and cannot be
compared with 'ragging' in any 'civil' college.

4. It is also agreed by us in respect to the above that in consideration of our ward being
selected by the Government for the purpose of the aforesaid training, we agree that our ward
is aware of the approach of Indian Naval Academy, Ezhimala towards ragging and the
corrective measures/ penalties to which our ward shall be liable if found guilty of ragging (as
to which the decision of the appropriate authority prescribed by the Government for the time
being shall be final).
