ACTIVITY PROPOSAL

I. GENERAL INFORMATION
Activity: Strategic Planning Workshop for the Formulation of the Provincial Local Development
Plan (PLYDP)
Venue: Outside Ifugao Province
Date: October 5-6, 2022
Funding: Provincial Local Youth Development Office
Budget: PhP97,550
Participants: Municipal Local Youth Development Officers, Municipal SK Federation Presidents,
Ifugao Youth Organizations, Youth Serving Organizations PSWDO

II. RATIONALE
Youth are the future of tomorrow representing it at every level. The role of youths in nation-building is
more important because youth is a well-known fact as a great asset and the building blocks to our
province and to the country. In other words, the intelligence and work of the youth will take the
pathway of success.
Wherein, Section 24. of RA 10742 or the SK Reform Act mandates the creation of a provincial youth
development council to ensure wide and multi-sectoral youth participation in local governance, which shall be
called Provincial Youth Development Council (PYDC). The PYDC shall be headed by the concerned SK
Federation President and composed of representatives of youth and youth-serving organizations in the
provincial level. The LYDC shall assist in the planning and execution of projects and programs of the SK, and
the Federation in all levels.
As partner agency tasked to work towards youth development and empowerment, the participation of the youth
serving agencies is very important to address the needs and concerns of youth in order for the policies and
programs to be sufficient to its successful level. Also, to ensure the proper implementations and realization of
programs and establishment of a consultative mechanism which shall provide a forum continuing dialogue
between the government and the youth sector on the proper planning and evaluation of policies, programs and
projects affecting the youth, convening for the purpose, representatives of all youth organizations and
institutions.
With the establishment of a well strategized Local Youth Development Plan, programs and activities of the
province will ensure that young Ifugaos will have access to adequate positive opportunities and give the support
that is needed to develop young people’s assets and prevent risky behaviors.
III. OBJECTIVES
Generally, this activity aims to collaborate and build a strong network to different youth serving agencies to
deliver accurate, responsive and impactful change to Ifugao Youth,
specifically:
i. To capacitate and upskill the Municipal Local Youth Development Officers, SK leaders,
youth leaders of organizations on their roles and duties as a youth serving organizations
ii. To update youth leaders and youth workers on the salient features of RA 11768 or the
Strengthening of the SK Reform Act of 2015.
iii. To create a comprehensive development plan to combat the issues and concerns of the
youth in our province.
IV. PROJECT DESCRIPTION

This 2-day activity will bring together Ifugao Youth Volunteers, Local Youth development
officers and implementers of youth programs of the province to lay down and prioritize youth
activities in a 3-year rolling plan. A resource speaker from the National Youth Commission-CAR
shall be tapped to facilitate the seminar, capacitate the LYDOs and share insights regarding local
youth development.

VI. RECCOMENDATION
One of the most powerful reasons for planning is to get the best results with the least resources spent. A
well thought of strategic plan, as well as close-knit team will ensure the optimization of public funds as
an investment in the development of the youth in the province. This activity will bring together the
youth leaders and workers in coming up with specific plans that will serve as a guideline in having a
stronger implementation role. Hence, the approval of this activity proposal is strongly recommended.
